Prescott Valley approves Waste Management rezoning for 43,500-square-foot transfer and hauling facility pending traffic study
Planning and Zoning Commission approved ZMC 24-6 to rezone 3.42 acres for Waste Management's new transfer and hauling facility, despite public concerns about traffic impact on nearby residential areas and lack of finalized traffic study.
Prescott Valley Approves Waste Management Rezoning for 3.42-Acre Transfer and Hauling Facility Without Final Traffic Study
The Prescott Valley Planning and Zoning Commission unanimously approved Waste Management of Arizona's request to rezone 3.42 acres on East Valley Road for a new transfer station and hauling facility, despite public concerns about traffic impacts on nearby residential neighborhoods and the absence of a finalized traffic impact statement. The 4-0 vote on March 10, 2025—Vice Chair Evans casting his final vote before resigning—green-lit the industrial development with conditions that the applicant submit updated traffic documentation to address routing, vehicle counts, and potential effects on State Route 69.
The project represents a significant expansion of Waste Management's operations in Prescott Valley. Rather than a modest expansion, the company is constructing two entirely new buildings on the northern 3.42 acres of its property: a 21,000-square-foot transfer station, a 22,500-square-foot hauling facility, a compressed natural gas station, and a diesel fuel island. Staff presentation indicated the project would occupy the northern portion of the parcel, currently undeveloped, with the southern section already zoned IG industrial general limited. The rezoning brings the entire property into a single zoning classification.
Key Speeches
"We will actually be constructing in phases so we will make the brand new transfer station first move the waste to the new transfer station demo the old transfer station then build the Hauling Company so it will take some time but we'll build it in phases so that we have continuous operation." — Jessica Walo, Waste Management Engineering Manager
"The staff has made comments requesting updates to the traffic impact statement that was provided through the development of this project. The site has changed its use and operation a couple of times so we've made that comment to the applicant and we're waiting for them to reply back to us with an updated traffic statement." — John Leer, Town Engineer
"Understand that they are perfectly capable of making an investment in the town and at the site. One of my concerns is that the traffic study is not attached to the report. You understand that only 2200 feet away you have a very densely populated residential area." — Patricia Betold, Public Commenter
Timeline
-
Staff presentation: Chris Norlock, development services urban planner, outlined the rezoning request, noting the general plan designation allows the industrial use and that staff would continue to work on finalizing the traffic impact statement. Elevations showed both facilities at approximately 34 feet 8 inches and 34 feet 6 inches respectively, compliant with the town's 35-foot height maximum (excluding roof appendages, which must also stay under 35 feet). Norlock noted the curb cut on Mesino would be exit-only and that landscape buffers would comply with town standards.
-
Applicant presentation: Justin Cassidy, project architect with Colie Architects, and Jessica Walo, Waste Management's engineering manager, responded to commission questions. Cassidy acknowledged he had adjusted building heights in response to earlier feedback. Walo explained the phased construction approach: construct the new transfer station first while maintaining the existing facility, demolish the old facility, then build the hauling station. She estimated the full build-out would take approximately two years. Both confirmed that fire hydrants would be relocated and two new on-site hydrants would be installed, with utility details to be submitted prior to the council hearing.
-
Public comment: One registered speaker, Patricia Betold, a Prescott Valley resident and former resident of California, provided three minutes of testimony highlighting three broad categories of concern: (1) Waste Management's national monopolistic practices and job displacement of local small-business trash haulers; (2) traffic safety risks on SR-69, lack of truck routing restrictions preventing Valley Street access to the residential neighborhood 2,200 feet away, and absence of planned intersection improvements; (3) absence of local noise and odor ordinances to protect residents and nearby businesses from early-morning truck traffic (starting at 4:00–6:00 a.m.) and decomposition smells.
-
Town engineer clarification: John Leer addressed Betold's traffic concerns, confirming that the traffic impact statement—still pending from the applicant's consultant—would cover vehicle counts, routing, turning movements, and peak-hour volumes. He explained that decisions about traffic signals at the Mesino/SR-69 intersection would depend on the traffic numbers generated by the site compared to existing State Route 69 volumes, and that ADOT would be coordinated with for state highway review.
-
Commission discussion: Commissioner BB asked whether either facility would handle household hazardous waste; Norlock confirmed they would not. Commissioner (name not clearly stated in transcript) commended the applicant for revising building heights and the landscape plan to align with Prescott Valley standards. Vice Chair Evans, in his stated final official act, moved to approve the rezoning. A commissioner (recorded as "Stephen" in the vote sequence) initially offered the motion, which was temporarily held pending a second and comments; the motion was then restated and approved with a second from Commissioner BB.
-
Vote: The Planning and Zoning Commission voted 4-0 to approve Zoning Map Change 24-6. Vice Chair Evans, Commissioner Retherford, Commissioner BB (full name not clearly stated), and Chair Griffith voted in favor. (Commissioner Herb and Commissioner Phil Bordone—noted as absent with excused absence—did not participate.)
Opposition
Number of speakers against: One registered public speaker (Patricia Betold). No organized opposition group named.
Main concerns:
-
Monopolistic business practices: Waste Management's track record in California of underpricing competitors to eliminate them, then raising rates for both commercial and residential customers, signals aggressive consolidation intent in Prescott Valley.
-
Job displacement: The facility will not create local jobs but rather displace existing small-business trash haulers operating in the community.
-
Truck traffic routing risk: The site has a direct connection via Valley Street to a densely populated residential neighborhood 2,200 feet away. The staff report and conditions do not explicitly restrict trucks to Mesino Road, leaving the possibility they could route through the residential area instead.
-
Highway safety: Trucks merging from Valley Street or Mesino Road onto SR-69—known locally as a dangerous corridor—will encounter high-speed traffic. No intersection improvements (e.g., signalized traffic light) have been proposed despite the anticipated volume increase once Waste Management consolidates trash collection in the region.
-
Lack of noise ordinance: Early-morning truck departures (4:00–6:00 a.m.) will be loud and disruptive to residents and nearby businesses 2,200 feet away, with no local noise ordinance to mitigate impacts.
-
Lack of odor ordinance: Decomposition smells from waste handling—a documented problem in Phoenix—threaten residents and local business interests, with no local odor ordinance in place to regulate or limit them.
-
Incomplete traffic study: The traffic impact statement was not attached to the staff report or publicly available for commission or public review before the hearing, preventing informed assessment of traffic volumes and routing assumptions.
Most compelling arguments:
Betold's argument that Waste Management's documented national pattern of underpricing to eliminate competition, followed by rate increases, positions Prescott Valley for future cost burdens resonated as a business-practice concern beyond typical land-use review. Her specific point that truck routing was not explicitly restricted to Mesino—leaving Valley Street open—directly challenged a gap in the development agreement, which town engineer Leer implicitly acknowledged by noting the traffic study would detail "routing" and "turning movements."
Support
Number of speakers in favor: None registered. Staff and applicant presentations and limited commissioner commentary constituted the only supportive voices.
Key arguments from applicant and staff:
-
Compliance with general plan: The northern portion's business-park general-plan designation explicitly allows industrial uses; rezoning aligns the zoning with the adopted plan.
-
Phased construction maintains operations: Waste Management's two-year phased approach—building the transfer station first, demolishing the old facility, then building the hauling station—ensures continuous operations and a professional transition rather than service disruption.
-
Height compliance and design improvements: The applicant revised building heights (34 ft 8 in and 34 ft 6 in, both under the 35-foot limit) and the landscape plan in response to commission feedback, demonstrating responsiveness to town design standards.
-
Utility coordination: Fire hydrant relocation and two new on-site hydrants will be detailed in utility submissions for final council review.
-
Pending traffic study to address routing and volumes: Town engineer Leer's commitment that the traffic impact statement will cover vehicle counts, peak-hour volumes, routing, and turning movements, and that ADOT coordination will occur, created a procedural safeguard for traffic safety concerns.
Most compelling arguments from staff and applicant: Staff's framing that the traffic study is still in review and will address the routing and vehicle-count questions posed by the public speaker positioned the approval as conditional—pending data that will inform subsequent decisions about intersection improvements or truck-routing restrictions. This deferred responsibility to a professional traffic analysis.

Outcome & Next Steps
The Planning and Zoning Commission approved Zoning Map Change 24-6, rezoning the northern 3.42 acres from C1 to IG. The approval is conditional on:
-
Finalization of the traffic impact statement by the applicant's consultant, to be reviewed by town staff and ADOT for compliance with traffic safety standards and potential routing/intersection improvements.
-
Submission of utility plans detailing fire hydrant relocation and on-site hydrant installation prior to the town council hearing.
-
Compliance with conditions listed in the staff recommendation (full list not read into the transcript but available in the staff report and minutes).
The project will proceed to the Prescott Valley Town Council for final approval. Waste Management will execute a phased construction plan over approximately two years: build the new transfer station, demolish the existing facility, and construct the new hauling station, maintaining continuous waste operations throughout.
Controversies & Context
Waste Management's national market position: Public commenter Patricia Betold framed Waste Management not as a neutral industrial operator but as a consolidating monopoly with a documented pattern of aggressive acquisition. In California, she stated, the company underprices competitors to eliminate them, then raises rates. This business-practice concern, while acknowledged by commissioners and staff as outside their direct purview (zoning, traffic, design), introduced a broader policy question: should Prescott Valley welcome or scrutinize a company whose expansion strategy may reduce local small-business competition and increase future costs to residents and local businesses?
Traffic study absent at hearing: The most substantive controversy is the conditional approval without a finalized traffic impact statement publicly available. Public commenter Patricia Betold directly challenged this, and town engineer John Leer acknowledged that the applicant had submitted multiple versions of the traffic study as the project evolved, and staff was still awaiting the final submittal. This created a procedural tension: the commission approved the zoning on the representation that traffic data would later address specific concerns, but no approved data was available for public or commission review at the hearing. Leer's response—that the traffic study will reveal vehicle counts, peak-hour volumes, routing, and turning movements, and that ADOT will be consulted—positioned traffic-related decisions (e.g., whether a traffic signal is required) as a post-approval, staff-level matter rather than a commission-level decision.
Truck routing restriction not explicit: Betold identified a specific gap: the development agreement and staff report do not explicitly restrict trucks to Mesino Road, leaving open the possibility of traffic routing through Valley Street into the residential neighborhood. Town engineer Leer confirmed that routing would be addressed in the traffic study but did not commit to a restriction at the hearing. This unresolved detail—whether trucks will be contractually required to use Mesino, or whether routing will be advisory or regulatory—remains a potential source of post-approval conflict.
Absence of noise and odor ordinances: Betold's point that Prescott Valley lacks local noise and odor ordinances to protect residents from decomposition smells and early-morning truck noise was noted but not directly addressed by commissioners or staff. This represents a gap in local regulatory capacity independent of the zoning decision; it may indicate a broader town policy need if industrial waste facilities are to be permitted near residential areas.
Vice Chair Evans's final meeting: Vice Chair Evans announced that this would be his final meeting after 2.5 years of service, as he is relocating to Atlanta, Georgia in approximately 1.5 months. He stated he would submit his resignation to the mayor on the following day. This personnel announcement, made during the commission's deliberation on a significant industrial rezoning, does not directly affect the vote (he voted yes) but signals a transition in commission membership and institutional knowledge.

meeting minutes are approved item 7A public hearing item open the public hearing Waste Management of Arizona property owner a request for a zoning map change from C1 commercial minor industrial to ig industrial General limited on approximately 3.42 acres in order to bring the entire property into compliance with the IG zoning located at 9434 East Valley Road parcel number 9e making the presentation this evening is Mr Chris norlock development services urban planner 2 welcome Mr norlock thank you chair Vice chair commission um this is a zone map change for 9434 East Valley Road for Waste Management the parcel is located on the corner of mesino and Florentine the general plan designation for the northern portion is business park and uh which allows for this industrial use the northern 3.42 acres is being requested to be rezoned from CI to ig which is industrial General limited that would make the entire parcel which is the northern and southern piece um entirely IG zoning uh the and the northern portion is in the Big Sky Business Park the site will include um roughly a 22,500 ft hauling facility a new 21,000 foot transfer station a new compressed natural gas station and a new diesel fuel Island the curb cut on mesino we will be on the Northern piece will be an exit only and staff will continue to work with the applicant on finalizing the traffic impact statement for this project this is an elevation of the transfer station uh which is around 21,000 Square ft and the building height is 34 8 in which codes allow 35 ft these are the elevations for the hauling station which is around 22 2,000 ft which is 34 ft 6 in and the one that was sent out was this colored elevation which is what it will look like this is a uh rough landscape plan provided by them uh which will have a 10-ft landscape buffer on the north south and west side and does comply uh with the presca AMA list uh this is a revised one from the packet that was sent out uh after and I will take any questions staff recommends approval of this um of the zmc 24-6 with the conditions listed um and then just one thing for the staff report the letter in tent had language that was included in the staff report that indicated an 8ft tall fencing on all property lines um it is since been updated and the 8ot slat is only along the west property line and it once again is being zoned from CI to ig so I will take any questions and the applicant is here as well thank you Mr norlock commission are there any questions for Mr norlock I do have one yes mrb so I want to make sure I understand what I was looking at here correctly is it two new buildings or just one's existing one's new so it'll be uh two new buildings so it is two full new buildings full development of the parcel um so with that said is either facility I did not see in the documentation whether either facility is going to be capable of or in the future future for household hazardous waste not currently okay yeah not curling it any other questions of Mr norlock commission is the applicant here yes they are thank you we'd love to call them up please state your name for the record Justin Cassidy with colie Architects project architect thank you Justin Jessica Walo Waste Management engineering manager well you both have a big job thank you for being here this evening I know that Justin I appreciate and applaud you for making changes to the building Heights I did have a question about that if you'll speak into the microphone please of course first off I did have a question about that so the 35 ft is to the ridge does that include apperences Mr Chris can answer that for us so if any apperances are over 35 ft it cannot be any apperances cannot be over 35t then that is correct good to know thank you Miss Jessica what is your role with the new ex expansion so I'm the engineering manager for the four corners area so I oversee all the engineering projects in Arizona New Mexico Colorado and Utah keeps you fairly busy yes and the other thing Justin and I know your landscape architect is not here this evening but I would like to also thank them and commend them for redoing the plant pet to make it more in line with our zone for Prescot Valley I'll be sure to pass that along pass that along we appreciate that very much I do have a question when you go to do demolition how are you going to handle Jessica the continued moving in and moving out of waste so if you're looking at the plan right now the northern half of the property is currently undeveloped so we will actually be constructing in phases so we will make the brand new transfer station first move the waste to the new transfer station demo the old transfer station then build the Hauling Company so it will take some time but we'll build it in phases so that we have continuous operation how long do you see this modification taking from start to finish I think it could take around two years from start to finish thank you for doing that I know it's badly needed and it's going to be very nice I do have one more question and I don't know Justin if this pertains to you or not but I understand that your fire hydr needs to be relocated and there will now be two on site that's correct yes and we didn't see this location in our package I'm assuming you'll have that ready to go with the utility submitt for Council yes that's correct yep and any other commissions from our Representatives commission thank you very much appreciate you being here thank you thank you clerk Carmella any registered speakers on this public hearing item yes Patricia betold thank you um Patricia betal um now in Pino Valley but still active here in Prescott Valley trying to protect the interest of our residents and my friends that live here so Commissioners um starting off I want you to please be aware of who waste management is um I will admit I'm from California Waste Management has a huge Monopoly in California and online simply stated it is a company that provides waste management and environmental services in North America meaning they have taken over much of the entire country they do so by moving in lowering all their prices until they eliminate all the competition and then they raise all the rates and this is both for commercial and residential trash pickup so don't underestimate them there's a reason they sponsored the Phoenix Open and many many many other events um understand also that they are not bringing jobs they are taking jobs and businesses away from small business owners that have been operating here in PV for quite some time but aside from that because that's really a council um situation understand that they are perfectly capable of making an investment um in the town and at the site um one of my concerns that the traffic study is not attached to the report you understand that only 2200 ft away you have a very densely posit um populated residential area the Valley Street connects the site directly into this neighborhood and there is nothing in the document that says they're going to restrict traffic to mesino which means they could drive down Valley and once they take over the town there will be a very high volume of trucks concentrated in that area on mesino it leads to the 69 we all know how dangerous the 69 is and we've been begging somebody to do something about it I haven't heard that they're going to provide a signalized intersection so I'm assuming that these very slow moving trucks and we've all been stuck behind trash trucks okay is going to be trying to merge into highspeed traffic on sr69 yet there's nothing mentioned about any um modifications or improvements to make to um take care of this volume that is going to be imposed there once they take over all the trash um situation also I'm not aware that we have a noise ordinance or a smell ordinance that's also going to protect the local business people as well as the residents only 2200 ft away from trucks leaving at 4:00 5 5:00 6:00 in the morning you know what it sounds like it's very loud it's going to be disruptive and we've all seen that really famous problem in Phoenix with the smell when they're decomposing and handling trash we don't have any of those Protections in place for our residents than you Patricia I'd like to suggest that some thought and Amendment be made to what waste management is bringing to town thank you so much thank you M to our town engineer would you like to make comment please about the traffic study um yes the excuse me the the um please state your name um John laer the town engineer um the staff has made comments uh requesting updates to the traffic impact statement that was provided um through the development of this project the site has changed its use and operation a couple of times so we've made that comment to the applicant and we're waiting for them to reply back to us with an updated traffic statement a couple of the items that were brought up here um about uh truck traffic the numbers of vehicles the routing turning movements those will all be covered in the in the traffic statement that we're expecting thank you Mr ler Patricia Patricia your time is up thank you Patricia please come to the mic I was only asking if he could repeat the name of the person or company that's providing the traffic statement that was it well the the applicant has a consultant they they can share that information who is reviewing it you are we we are the the talent yes thank you Mr ler at this time I'll close the public hearing commission are commission are there any other comments and propos changes to zmc 24-6 if not is there a motion to approve Endor or deny the zoning map change as as my last official act I uh I move that we uh we approve zoning map change 24-6 thank you Vice chair Evans do we have a second you have a comment on the application yes ma'am before before we move on hold on one second Stephen we have a motion this dispense of the motion there's no second then why don't we just move forward and make comments thank you thank you so my so my question is to the town's engineer if the traffic study comes back and and reveals information that exceeds traffic counts um similar sort of things would that be the decision then to address concerns like a traffic light um at the area at that intersection what what would propagate the decision to require a traffic light be installed versus not um that's a good question thank you and that would be determined by the numbers of vehicles uh that would that the site would be generating um typically traffic volumes are studied at what they call the peak hour volume which is the busiest time of day so part of what the traffic statement will do is tell us how the site plans to operate numbers of vehicles time of day when they come when they leave when they return and we evaluate that against the other surrounding traffic are you able to tell us what that number is that they would exceed during a peak what that what that would be no I mean we don't know that when when they submit the traffic statement they'll they'll tell us how many vehicles they generate in that peak hour the routing of the vehicles uh the directions they take where they turn where they're going to go we'll look at all of that that will all be part of that traffic statement when it comes down to um traffic at the mesino intersection that will be need to be compared to the amount of traffic that's already on State Route 69 that which is also um a state highway so we do have review comments from ADOT so we will be coordinating this review with ADOT for that use as well thank you thank you Mr ler in as much as we put our motion on hold Vice chair Evans would you like to rephrase your motion remake it um yeah I move the uh Planning and Zoning commission approv zoning map change 24-6 thank you do we have a second a second thank you commissioner BB clerk please call the vote commissioner wford Vice chair Evans yes commissioner BB yes commissioner leany chair Griffith yes item nine adjournment is there a motion to adjourn I make a motion to adjourn thank you commissioner herb do we have a second thank you Vice chair Evans All In favor by Voice vote yay any nay thank you we're adjourned [Music]
