Hester alternate Manuel here alternate belie alternate McDonald that it thank you next on the item or next item on the agenda is approval of the minutes from the December 10th 2024 Planning and Zoning commission regular meeting are there any edits to the minutes if not may I have a motion to approve submitted I'll second that it's been second and approved all in favor I any opposed motion passes three on the agenda number three we are going to consider a regular agenda item 3C first before moving on to item 3A and 3B Provisions within a CMP or pad and the applicant on this one is um Bill allly and Kurt Jones with Tiffany and bosow um on behalf of Greg fitchett with Trillium Land Company LLC and Charlie Fricks with Howard Hughes um we did work with the applicant um pretty closely on this language um originally this was planned to be considered alongside other changes within the ongoing development code update Phase 2 um the only reason that it's moving forward separate is they chose to move it forward so that way it would be concurrent with um the other item on the agenda the the cmpa tonight so but this has kind of been a joint effort that um otherwise would have fit in alongside the overall phase two code update so just for context it has been reviewed though it is a private applicant it's been reviewed from a very Citywide perspective um in terms of it impacting not just one small area but the whole city all um cmps and pads moving forward the specific request then of course is um to amend development code Article 5 um by adding a new section 5.1.5 which clarifies the authority of cmps and pads to modify provisions of the development code by establishing um their unique development standards and guidelines just some quick background I think most everyone here is pretty familiar with the concept of a CMP or a pad this isn't a new tool um they allow flexibility in design um development standards land uses um to achieve a master plan vision and to meet any unique needs that a development has and then these cmps and Peds also have to align with the city's long range plans um such as the general plan or if there's a specific area plan for um area in question this isn't a New Concept the proposed section 5.1.5 what it does is it just clarifies um what a CMP and Pad may do um and we're calling this modified Provisions which are just Project Specific development standards land use regulations design guidelines or other Provisions that can modify provisions of the development code to speak to exactly how these modified Provisions can work um on the screen I've listed the articles of the development code that can be modified through these modified Provisions we have article three which is your land use regulations article four which is dimensional standards so like your setbacks and article five which is most of our design stand s article six which is subdivision standards um there's a as risk after article 8 because this is one where we would prefer to limit this to only very large projects so we're we're proposing the 2500 gross Acres or more in size those very large cmps that that really they're going to provide um significant customized design standards which ultimately is essential for that design predictability that would result um in a more streamlined design review process which is why it would be possible to um modify those procedures just slightly so that is um something that has kind of a a caveat there but it really does contribute to more cohesiveness in review and project identity to allow that slight modification modified Provisions are strictly limited limited to the scope of the development code so this is not looking at modifying anything outside of chapter seven of the city code which is our development code um the text Amendment does not authorize the CMP or pad to modify standards or Provisions in any other section of the city code or the engineering design standards or any other regulatory documents it's it's limited to this scope it can't be in conflict with these other codes or regulations as far as the impact um I think we've kind of gotten the idea that much of this this section is not necessarily new in concept um we have of course seen cmps and pads propose um modifications to a lot of these articles in the past but these things were not spelled out directly in our development code um so this is we do see this language as an improvement in the fact that it is making this this scope much more clear um there's no gray anymore that's it's very outlined and so it should be very helpful in in future reviews of cmps and pads and any amendments to those cmps and pads but otherwise it it should have kind of minimal impact procedurally speaking as far as public participation um a legal notice is required for development code amendments and that was completed um for for this hearing tonight and then two letters of support have been received um one I believe was both are from two different um land owners that are affiliated with other cmps within the city that was provided as an exhibit supporting this um no other additional letters have been received beyond that there have been some phone and email inqueries but nothing um either in support or opposition beyond the two that are recognized here because there's um no further outstanding issues with the application staff does recommend approval of the language um so tonight specifically um we recommend that you conduct a public hearing um and then recommend approval of this text Amendment to the mayor and city council thank you Mr tally you would he would like to speak yes L I'm sorry not tally L I apologize Mr chairman Commissioners Bill L Tiffany Bosco tonight representing uh the applicant on this and and really nothing more to add Mandy and Ken have done a really good job working with our team working on the precise language that's needed to to kind of clarify the code uh and we just want to thank them for bringing this forward a little quicker than I think uh some of the other code sections were happening and so uh they've been great to work with and really have no comments other than to say that we support it wholeheartedly happy to answer any questions cool thank you going to run it by this illustrious panel I'm going start down here on this end this time Miss puppy no questions thank you Mr chairman thank you no questions thank you no questions Sir Mr Bassler no questions Sebastian sorry to be the the bummer I knew hey I knew you yeah this sounds awfully similar to another development in the city that kind of got cart blanch to do whatever they wanted development I'm not going to mention which part but I've known that in the past the this uh board has had questions about some design standards in that area and is this basically given the given the developer I understand the size of this and the need to have a little bit more flexib but I just the ideal giv them full rain it just worries me for future so I I just don't know if this like give them cart blanch good question uh thank you chair um commissioner trupiano um this is this is simply a text Amendment um that reaffirms the ability of cmps and PS to request modifications to our code um there's no implied um requirement that Planning and Zoning commission and Council approve um those types of requests so yes while um while some of the pads and C more appropriately cmps of the past um that shall not be named you could propose those um which you could yesterday and you could tomorrow in my opinion regardless of of what this does or says um it doesn't uh doesn't give any sort of requirement to to approve that I'm like I said I'm just worried about that meeting our standards in the future or if it just doesn't go with the aesthetic of the neighborhood so yeah I just want to uh clarify that this this code amendment is not property specific it applies to any um any cmps uh in the city um just basically outlines you know the process or or what can be um what types of things can be proposed by by an applicant so even though this is assoc the the developer of uh a particular CMP is is making this request just to clarify um those items it would apply to uh any cmps that are are brought forward in the future is there at least administrative approval changes to the CMP or am I misunderstanding this uh I'm not sure if I'm understanding the question uh can you rephrase it if if they want if they want if we approve CMP and they want to change it later on does it it doesn't come through the board again at that point uh chair commissioner trupiano um we are not proposing any modification to the criteria uh that Define what a major amendment to a CMP is uh which are the ones that do have to come back through the process and what a minor uh administrative amendment is our code already kind of defines those um so we're nothing's there there's no change proposed okay so no major so Majors still come through through the the commission yes okay I I understand now thank you if nothing no other comments from the commission I will open up a public hearing Madam Secretary master plan Amendment and Mr Banda all right uh well good evening uh thank you uh for your service on the Planning Commission um this is a a major project that we're presenting this evening and I'm going to try to keep almost 500 pages of document down to about 10 to 12 slides for you and I want to thank uh you guys for asking actually uh uh commissioner tripiano because what what you're talking about is directly related to what we're talking about here the major CMP amendments are you going to still see those things what we're going to talk about is what the changes are between this major Amendment what we're proposing and what you're going to still see uh that being said going to give you a brief overview now I as you guys know I love to use the applicants narrative the applicants exhibits because you're going to see those in the uh reports you're going to start seeing those over and over uh what you're seeing over here is the a regional map depicting all these um cmps these major subdivisions uh predominantly the big yellow one here is right there uh teralis and we're calling this project here this evening Florio at teral so I'm going to show you how they're kind of correlated uh but this project is approximately 15 miles north of the interstate tent along Sun Valley Parkway um and more more importantly it's on teral Parkway and Sun Valley Parkway um so the Project's approximately 3,29 Acres along this area um it's on sunv Parkway so it's adjacent to Festival Ranch uh Sun Valley uh and what you guys saw not too long ago Northstar Ranch and this is how it's related so the big yellow Square earlier I told you is Terra valis most of you guys know it who've been around here a while it's been formerly known as Douglas Ranch it's been remarketed and renamed as teralis and teralis Floria teralis uh is known as Trillium so when you saw last major Amendment associated with this it was trillian so it's been renamed Florio at teralis so the yellow area right here is the area we're discussing tonight so that is what's being amended is a section right here um going through the zoning map just briefly uh this area is community master plan under the zoning map and in general plan listed as master plan community so that area is surrounded by uh uh plan community and master plan communities so that's predominant what's in that whole area kind of giving you a little bit of History the existing CMP what's there uh so in Trillium uh the CMP was approved originally back in August of 2004 uh it was approved for 8,816 dwelling units and it has been amended several different times uh initial approval was 2009 16 21 and 22 each of those amendments provided something different uh one of them was a School site change some of the development plans what we have currently after the changes is the current cmpa uh what was last changed has a maximum dwelling units of 6,596 dwelling units at a density of 2.2 dwelling units per acre um not going to focus too much on this map because what you're seeing here showing it's called The Village plan and all these different land use map that's one of the big changes that's being requested today what's being proposed uh is an increase of 88500 dwelling units sorry increase of propos 8,500 dwelling units so it's not increase of 8,500 8,500 dwelling units on the 3,29 Acres at a density of 2.8 dwelling units per acre what they do Define now however is they talk about maximum grow gross floor area old master plan companies didn't talk about commercial or non-residential gross floor area or GFA of 7.2 million square feet uh so in the current CMP it's not defined it was kind of done by use it was done by everything else here they actually have a check and balance in place self-imposed saying hey this is how we're going to do it the plus side of having that helps us infrastructure plan Road networks water sewer everything now what you're seeing is exhibit eight from the from the cmpa and we're going from that colorful map to different shades of brown uh it reminds me of 2005 house colors um and there's these different shades the the lighter the shade the less dense it is the darker the shade the more intense the use is uh so they broke it into land use categories breaking them to categories one through three and then they have a public health area and they that is the major so this is kind of showing you how it works so the 329 Acres went from a land use map to showing you the boundary with intensity categories they also went from Villages what they're going to call development development unit thing so what is the purpose of their ask uh the purpose of they ask is to establish this this Vision right they want to have this Vision That's Unique that is uh creating something in the desert I use use this right from their website this is actually from Howard Hughes website I'm not going to play a video for you because I'm not marketing for them but I wanted to show you they show this desert overlay in that area and they're kind of showing how this Vision lays out on on top of it and that's what this cmpa does what the prior cmpa did not do or Community master plan um amendments is they were trying to really fit that Vision within the current land use districts that they had they were trying to fit within our land use districs you know saying hey this is ff6 this is sf18 it didn't fit the vision Howard Hughes had a vision that went beyond that and it was a much better vision and so in order to accomplish that they said hey we spent all this time all this money we're going to have to create something new they took that Baseline of those four cnpas and they rewrote the vision to create that flexibility some of those key elements of that Amendment specifically is the hierarchy of planning which I'll talk about in a little bit uh the development unit concept which is the land use budget uh you've heard of those before in fact uh commissioner tripiana was just talking about hey other places that not shall not be mentioned well I mentioned it in my staff report saying hey this is kind of like what has been done in the past as a reference h hey this has been done at Sun City Festival this has been done at verado is operating on these budgets on operating on these plans these shifts in densities it's it's not a New Concept what it is is it is the same concept but with today's standards implemented with today's checks and balances that we've used to make sure that the vision is adopted appropriately and accurately with a higher level standard so that being said uh the other couple changes that we had is design standards and guidelines uh me being a design guy one of my favorite things was working with abla and talking about design standards mod do go on they kept on giving me more that document kept on growing because they gave me the stuff I was asking for and that was assurances on architectural design uh assurances on the quality of the development we were expecting from a vertical construction uh I was just approached on the bench prior to this meeting saying hey what's going on with X Project and there was nothing I could do to protect myself from that this document changes that so it is that Improvement it's CMP 2.0 in my opinion that's what's exciting about it when I looked at this project I didn't look at it from the standpoint of oh here's what trillion was and this is what we're doing what's the changes if I did that that'd be an entire uh that'd be another meeting we'd have like three or four hours looking at page one chapter one because this they wrote an entire code specific for this Vision they took those standards and they improved them that's what they did some of those standards that they had to change however are those review procedures how they process things to make it more efficient to make it make sense and we're going to talk about that as well so just briefly some of the major changes on the submittal procedures as you talk about what does the Planning Commission see well the big thing that changes is that instead of having an architecture Review Committee that is done by staff or in other places done by an external board this board does a Review Committee and coordinates with staff and that's for architecture review the the uh review of pre- plats and site plans are done in checks and balances with the document so with the CMP with the development unit plans it's has a checks and balance and is done administratively to move forward to give them that flexibility there are so many insurances and checks and balances put in place that we feel comfortable with moving forward with those Concepts however procedurally a major Amendment to the vision to this document you're seeing still needs to go back to Planning Commission still needs to go back to city council for those approvals this is probably my favorite flowchart I says I'm going to use this over and over when we go to public meetings when I go talk to the public it is the most simple flowchart but it speaks volumes to how this works um I created something similar to this when I explained how cmps work elsewhere this explains it really well and sums up what's going on the Florio at teral CMP the big red box here that is the main level of planning that is the big visioning document in in many cases we call that the general plan right the development unit plans are the nuts and bolts plans or the specific plans where you start breaking down to smaller areas on how it's specifically going to be look using the CMP as The Guiding document un plan specific and then from there within those visioning documents you have specific site plans and specific subdivision plats all following in hierarchy of each other but they're all checks and balances within each other CMP guides it develop plan refines it the site plan is that further revision site plan and Subdivision plat is that final Revision in in refinement to what we are going to see that go vertical now a lot of exhibits here not expecting you read it these are just Snippets from the CMP Amendment uh what I would like you to see here is the structural planning this is not the the official zoning map this is showing you the development unit plans formerly called Villages the acreages associated with them and how they work so on the left I don't expect you to read any of this because if you can read it your eyes are phenomenal um it they break things down into a they call it TV or teralis teralis load density medium density and high density within each of those categories they do subcategories of SF tv7 which is a 7,000 acre talks about the density amount allowance on it and they break it down they do the same thing for their mixed uses uh for commercial and then they have an industrial area and open space so it's all defined and broken down so they basically took our we had all of our land use categories and Zoning categories they created specific ones with further refining it so it actually talks about it in the budget saying hey in the budget in these development unit plans we can have any of these here depending if it's residential hey we can have industrial here where does it make sense staff looked at this very carefully how does it look how does it breathe do they Implement buffers do they have standards that Implement buffers how's the traffic going to work how's Water and Sewer going to work all those master plan documents that we look at I I I will tell you the amount of time spent reviewing this was like reviewing a new city in many respects and I and it was a lot of work and we have two planners two civil folks two Traffic Engineers all dedicated fulltime to reviewing these so this was something that took a long time to review and was reviewed not only in that but in concert with other staff so we had Ken we had Adam we had Ron Maul we had Brian Craig all involved in the review of this that's just the review because we want to make sure everything's buttoned up that it all makes sense before we move forward with the recommendation for approval this is going back to that former land use map and land use category map uh the 05 brown houses densities intensities right there is included a table section table 3 3.7.2 it's the permitted land use categories it talks about category one Category 2 Category 3 whether it's permissible not allowed at all and then it talks about specifically the densities allowed within there so it tells you hey this is what's allowed this is how it works and this kind of is an exhibit that changes so this budget here down here is the budget they what they have proposed is being able to create allowances for minor or changes and flexibility within the units depending on how the how what the vision is for the next step right so they have a park in one area or they're going to develop that next level housing that doesn't exists today that we're not aware of that's a carless Community we don't know um that exists in temp be instead of having to go through an amendment each time to allow that Vision to be adopted they have created that flexibility in order to move the densities around in order to adopt those standards but like I said checks and balances uh traffic uh impact assessments and and we do all these different things to take a look at this um in finality I just want make sure I don't miss a couple things um as far as Public Notices we actually had two different people reach out I heard nothing I actually got a call um last week saying have you heard anything for or against for Terra valis well the answer is is yes but not in an official capacity all the notices we had was through a citizen participation report uh really well done um they actually went through two neighborhood meetings back in October and November member uh notified the adjacent tartesso residents as well as the Sun City residents and had a total of 75 people come out to those two meetings ask questions mostly in support and today um this morning we received from adjacent landholder um uh Mr Chuck Disney was which representative of a land holder I don't know if he's related to Mr Disney himself I hope he is um he is oh no way um uh so Chuck Disney uh sent an email in support of this this document saying this is a great asset for our community I didn't include it because I didn't want to add give you guys papers for an email uh and the second one was from the southwest Valley Chamber of Commerce also sent a letter in support of teralis uh Florio tal today as well uh so I've heard no negative comment I've heard that they've done a lot of of of uh Outreach um and making sure that everybody's aware of what they're doing and how it's moving forward um finally uh there are there is an error and the word makes a big difference number one that there's two errors on the public notice they didn't send the notice out in 2023 um that's what it says they did for the neighborhood meeting not correct it's in the citizen participation plan uh they didn't anticipate it that early in advance that early uh they anticipated in 2024 the second notice the second thing I want to notice is the recommendation before we get to it the word not is in there and that is Chang the whole meaning it flips the meaning around right and saying hey uh let me read it right here the statement reads right there in the recommendation I think it's the second bullet I changed it already so it's not in my staff report now uh it says with regard to development and design standards the CMP Amendment uh either conforms to requirements of the Buckeye development code or proposes alternative requirements that will not result in development of equal or better quality not what I meant to say that will result uh in a development of equal or better quality um so with that uh I have a recommendation up here I don't necessarily want to read it right now but uh I know that the applicant uh Bill Alli and uh they brought an entire crew uh but they have a wonderful presentation for you too if you would like to hear more chair lman again for the record uh Bill L with uh Tiffany B here tonight representing the applicant and while Sean is getting our presentation together just want to take an opportunity to thank him and his team um you know we came to the city early last summer um with a pretty robust idea of how to change you know what was then about a 30-page document of the old Trillium CMP um and we talked about all of the things that we wanted to do with this CMP uh that was sort of the DNA of Howard Hughes and and and so it was it seemed to be very daunting at the time but but staff pulled together a team that has worked with us I would say almost weekly you know from from Brian down to sha Ken Adam Mandy everybody uh legal everyone has worked with us to get where we are today and we and when we talk about some some details and are we going to be held to details we took a 30 page document with basically conceptual images to a 46 six-page document that has details of exactly what we have to do and so it was an incredible process to get there uh staffed push us very hard on a lot of areas that they wanted to have included in there but I think taking it from what what Sean said is sort of the old CMP ways of let's throw some conceptual pretty pictures in there to today's 2.0 CMP with some real hard standards in there uh it was a great opportunity and and so we're excited to be here tonight with staff's recommendation uh a real quick overview uh obviously I think in the staff report it indicates that you know uh the overall Flo uh CMP 3,000 Acres uh it is related to the larger piece that Howard Hughes bought the 34,000 Acres next door but that's not here tonight uh but you know you may see that here in the future as well um but it is a separate project it's right on the parkway we have direct access it has a water certificate for all the water that we need for all of the units and all the of the land uses that we're proposing so that's pretty unique in today's world where water is you know your destiny whether you you're going to develop or not uh having a certificate of assured water supply in hand that's valid uh is the most important thing and and if you've been up the parkway you've seen a lot of uh Earth moving you know there's there's lots of development happening up there and this is kind of how Howard Hughes has done this all over the country um they they already have seven Builder Partners on on board this isn't just Pie in the Sky we're going to come and do all this entitlement work and maybe they'll pull the trigger down the road uh we're hoping to deliver homes this year so it's it's that quick you know we are we are ready to go out there spending millions and millions of dollars in Buckeye so end of the year uh we hope to deliver homes a little bit about Howard Hughes and I think it's important because um you guys have had the blessing of had a lot of great land developers and and and builders in your community but I would tell you that Howard Hughes is probably unlike any other developer that that has Arizona has seen they have SN Master plans around the country those seven Master plans make up over 100,000 acres and and they've been working on these Master plans you know for for tens and 20s of years I mean many many years uh their unique nature is that they hold on to some of the the commercial and the and the multif family and the office and they they become a stakeholder forever in these Master plans they just don't sell off the piece and then they're out and on to the next piece uh so the master plans uh that they're involved in they've been involved for many years and and and that's the plan here the plan is they'll be involved in ter vales for the next 80 years be a partner with your staff and you for the next not us here in the room but us but they will be a partner here so that's why this document was so important to get started off on the right foot with a 400 plus page document this shows you a little bit of the areas that they're always in grow areas uh let me go back sorry on what am I I'm doing wrong here back the wrong way any questions see body oh Kur okay there we go that's four okay but don't hit that there we go thank you Kurt so um projects around the valley like in Texas they have 40,000 Acres that they've been working on all of their Master plans consistently get National reviews national awards for some of the best places to live in the country and so that's what's going to happen here in Buckeye Buckeye is going to have a project um that is going to be world renown receiving national attention and people everywhere will want to be in this uh in this community as Sean indicated he showed you sort of the bubbles we are halfway between festival and tartesso so we're right in that mid place you know when when we went to those communities we heard a lot about hey I hope the amenities will come we went a grocery store we went gas stations well the the location of this is going to drive more increased need for those amenities our first phase has a lot of opportunity for some of those amenities Howard Hughes is the type of company that will deliver on some of those amenities so we're pretty excited in terms of the location uh having water having transportation uh and having partners on the parkway I think is important um Sean showed a version of this uh the sort of orish version is that first phase that we are uh processing right now we have final plats in uh we're working on a community center as well and so we are blowing and going on that first phase and this is sort of how we're breaking it up everything kind of on the uh east side of the wash we'll go first and then we'll jump the wash uh and and start heading west um this is what that orange you know so this orange neighborhood one this is kind of what it looks like right now in concept we've got seven Builder Partners working on the residential but you can see some of the the the purple and the blue and the orange we're planning in first phase all of the uses the schools the the the fire stations you know all of the utilities we're getting some retail in there uh the circle is where that large community center is going to be we're already planning what the entrance is going to look like right out of the gates now some of this is conceptual some of this is you know well down the road but we're going to have a massive community center right in the middle right in first phase it's not going to just be a sea of homes and maybe 10 years from now we'll get to you know some of the amenities it's going to be right out of the gates um this is sort of a concept of what that First Community Center looks like 30 to 40 acres right out of the gates of high quality Recreation uh it's it is important to note that the overall pad has about a minimum 20% open space now that is not counting probably what we're going to program in each individual plat as well so we're going to exceed open space but we're going to do it in a water conscious manner you know the that one of the things that Howard Hughes has always done is is making sure that they're doing right by all of the pillars of development the the right Community to provide the right support for everyone the amenities but doing it energy conscious and water conscious and so these are sort of the concepts but this is really not conceptual this will be out of the ground very very near so we're pretty excited and and the these are the kind of things that Sean and Ken and everybody on planning held us to account like we want to see quality we want to see quality show us quality not just pretty pictures put it in the document there's tons of photos we could go through you have 400 pages in your staff report that show a lot of really cool stuff but I just want to end by saying it's super important to realize that the flexibility that we've asked for not only in the clarification the text Amendment the flexibility that we discussed earlier is because we have negotiated 400 pages of details that this staff and Sean will hold us accountable so unlike any other CMP probably unlike most developments in the entire Valley and I think that's what gives should give you a reassurance that you have a first class developer here at the table they've done it all over the country on very large projects and they're committing to doing it here in a very large document that's going to be holding it's not a we might do this it says we will do it and so some of that flexibility that's built in there helps us deliver the very ve very best product um Sean touched a little bit about uh open houses and and the Outreach we've had an Outreach consultant full-time from day one on board uh we had two neighborhood meetings uh we didn't just do the normal neighborhood uh letters because we're kind of out in the middle of nowhere so that didn't really mean anything so we put it in the newspaper we put it in print we put it in online we tried to get the neighborhood notice this out as much as we could uh we've had folks going and meeting with groups as much as possible all of the small groups you know that that make up sort of the festival Community we've reached out to all the individual groups same thing in tartesso to make sure that everyone's aware um and so working with staff over the last year I want to again I can't compliment staff enough but they have put tireless hours into this pushed us to do our very best and all along the way Howard Hugh said if if it's going to be quality then we will commit to it so yes um it's been a pleasure working with staff and we're excited to be here today with their recommendation for approval we're excited to be here with some Community Support I think you'll hear a little bit more about it um there are some steps that Sean alluded to a number of steps that additionally hold us accountable you know in terms of tias and and different standards that we have to hit along the way but uh we've got a couple other slides but I'd be happy to answer any questions uh that you have thank you Mr L Tri uh like I said I understand the need for the flexibility here I'm glad from the new document that you put that much detail into it because I've I've read through other cmps and there's not much detail on them so uh my main concern before was just major stuff not has to get approved and all that stuff but You' already gone over that so I think it's a pretty good U development thank you um I want to commend you and thank you very much for reaching out the distance that you did uh you weren't required to do it you did do it that tells me you feel very strongly about a very good project you have and you're you're wanting to Showcase it so um I just appreciate the fact that you reached out further than you needed to and got that input so thank you looks like a great project Mr damaso I honestly feel the same way so I have nothing further to add M cback my question was about the retail because I know what made verado very successful back in 2004 was that they they had that open when when the people started moving in they had that and any retail you put there is going to be successful because of some the the other two master plan communities right there so you answered that question and I appreciate that so I'm looking forward to seeing this come out of the ground soon soting thank you m ragdale uh no questions it looks like a lovely project thank you Miss puppy yes um I think it's a beautiful project it it looks it's very well designed and I could tell there was a lot lot of thought put into it my question I have a couple questions how many homes are you projecting are they projecting on building by the end of 2025 chairman estimate yeah commissioner it's a little bit of a guess it does depend on Market um you know and I'm G to probably look back to my uh we have the whole entire Howard Hughes team here tonight so I'm going to look back if we get everything kicked off when we hope which is uh you know probably in late summer fall we're hoping a couple hundred homes before the end of the year you said 4 500 but no next year okay I'm holding you word out so people can hear about us sell more Homes at a thousand on the record and and and chair commissioner if I may add to that too uh we talk about checks and balances related to that so how are had the ability to move forward with the seven home builders that were already uh entitled to move forward with their old standards with this new standard in transit we could have we put a pause on that and they were okay with that by adopting and holding them to the new standard design so we have seven home builders right now that are anxious what's the next step they're getting ready to get everything submitted um so that is a a test to their where they're at there's home builders up and ready ready to go right now and they're willing to hold them to that standard so they're putting their money where their mouth is on this particular project saying hey we believe in the standard we're not just going to ignore that and that made me happy so thank you oh yeah I'm sorry can you hear me okay the Howard Hughes communities whatever Builders they work with would basically work with their Vision they would it would be a high quality product is what I'm understanding yes Mr chairman Commissioners um what we've done in this 400 page uh CMP is we have set the standard and not only for the amenities but for the design of the entire development down to um design review of homes so when a home builder lenar or somebody comes along and wants to build in in in flo they've got to go through not only the city process this one design standard the CMP our next design standard that's in the CMP and then they have a third level they have to go through and in in our in-house executive design standard so there's three levels of standards that they have to meet in order to build a house in flo so it will be um designed to have cohesive theming throughout the entire development do you have any Builders right now that are signed on or yeah we have curious a picture hopefully it we put everybody on there but um here we go here's here's a list of our builders um pretty familiar in the West Valley pretty familiar in the area lenar is obviously the largest home builder in the nation um you know they they these are all builders that have announced in the Business Journal that they've closed on lots and it isn't Builders who are interested they have actually closed on property so they are our partners right now as landholders and so um they will be uh amenable and and adhering to all of these new de development standards okay thank you more questions I appreciate it thank you uh I did my D diligence as well I have a niece who lives in Houston and I spoke to her this morning uh and I come to find out she has a property in Woodlands is no that's Summerland oh suland it's [Laughter] okay uh and I SPO I asked her hard questions very hard questions uh and she was excited that you guys are building here uh which makes me happy as well because she may move may leave woodlands and come to Arizona which would make her uncle very happy uh so I'm multif family site plan presentation by none other than Ms Mandy Woods good evening again um again my name is Mandy Woods Senior planner with development services and I am here to present um a site plan tonight West filmer High Street multif Family site plan case number plzs 24-17 far as the project overview on this one uh the applicant is Katie rounds with cadence group on behalf of High Street Ventures Inc um High Street West Filmore 2024 Apartments um which is the developer and owner for this project um the location is approximately a th000 feet east of the northeast corner of rway and Filmore Street and the request itself is for site plan approval of a 510 unit multif family residential Comm community and the size of this project is just under 18 acres for some context on where this is located this should look a little familiar because this uh through a previous case in the fall um but this is located kind of at the end of of Filmore Street there just south of Summit Community Church and um as I said a th000 feet east of the northeast corner of verado way and and Filmore Street mostly vacant land around it although there is um some future development that has been um planned or approved um in terms of rezoning so there's the mix that's um moving forward um to the west of the project site and then there's another both mixed use communities uh there's a green light verado project that is um in the works to the South the the project is located within um an activity center specifically what we're calling the landing um which has an ongoing specific area plan that is being developed for it this this overall um kind of development is very much consistent with the anticipated vision for for this activity center area the zoning of the property um It's that kind of green teal color right there it's multif family 2 um and this was recently approved um in this last December s plan overview as I previously stated this is a 510 unit um Garden style multif family community there's a good unit mix amongst Studios one bedrooms and two-bedroom units proposed density is about 28 and a half dwelling units per acre and we're looking at three story buildings um there's going to be nine um those apartment buildings with um a centralized amenity Clubhouse um and then other kind of ancillary structures like shade ratas some cool poolside Cabanas um around the the pool area which is near that Clubhouse trellises and then some shaded parking canas as well that can all be seen on this site plan here see if figure out how to use this there we go this area right here is kind of that centralized Clubhouse and pool area first enter the site there and if you can see the blue Lines line it there these are proposed phasing lines um the project is anticipated to develop in either um two or three phases kind of depending on blood plane approval they're going to be working on a conditional letter of map revision it would be moving from west to east I'm sure the applicant would be better to speak on this but I would be very much remiss if I didn't kind of brag about the the sustainability Focus that this project is is prioritizing um so these are just some of the the things that their their team is committed toward or working toward as far as a goal um so the project includes rooftop solar panels um there's water saving fixtures that's going to be installed there's all Native and drought tolerant plant species that will be on site very energy efficient building design and led sight lighting parking spaces um we have some minimal code requirements as far as um accommodating alternative vehicles that are either like hybrid or electric or carpool they've gone well above those those requirements by providing EV charging stations at um 45 of the parking spaces on site um and then even more over 400 spaces are going to be that infrastructure ready so very committed to technology of the future and those different vehicle types um the Landscaping is um there's approximately 24% of the site is open space of that of that but 15% of the of the site is actually usable open space and those are both um in compliance with our code requirements they have have um strategically planted trees around the site to shade buildings um for that Energy Efficiency and then also any users of the site and then just really thoughtful planting placement in terms of thorny or non- thorny plants depending on Wildlife Focus or if there's more pedestrian traffic the landscape plan is here on the screen probably doesn't read as well in black and white from this distance but it's a very um very vegetated site that's prop osed as shown um for the amenities this is just a a blowup of the landscape plan kind of highlighting that Clubhouse pool area this is not all the amenities this just a snapshot of some of the the great amenities that this project is going to be providing to his future residents so that centrally centrally located Clubhouse um outdoor pool area with a spa they have some built-in seating and Cabanas an outdoor kitchen and a rato kind of all in that in that area going to have a pocket park and a dog park kind of opposite ends of the the project site have plenty of community open space that's provided between the buildings that also double as um rain Gardens and then Community Gardens are are planned um that utilize rainwater harvesting systems so again that sustainability Focus as well the um proposed site access for this project so the primary entry is going to be off of Filmore Street and then the secondary emergency access only will be via easement which is going to be across the The Summit Community Church parcel to the north I'll show that on my next slide um that second bullet point there this is all due to timing um because this developers so committed to moving forward they're almost certainly going to be or they would like to be the first um project in along this stretch of Filmore Street and so knowing that there's going to be some extra infrastructure improvements that need to be done as far as as um Filmore Street and that intersection um but they've been working very closely with City staff on um any potential reimbursement agreements that might be needed because they're not going to be the only property that benefits from those improvements in the future and then I've I kind of already highlighted the parking on another slide but that very much exceeds development code requirements as well um and then I will show Green Arrow right there that's that Prim entry um I did want to mention that there is enough stacking space for I guess I don't really need this cuz I have the arrow um there's enough stacking space for at least three cued cars so they've um considered that in their design so that way it doesn't back up too much onto Filmore Street and then that red arrow at the top of the screen there is the emergency access only easement from the parcel to the north um they've considered pedestrian circulation throughout the site as as well in their design um all the buildings and any usable spaces are um thoroughly connected by pedestrian Pathways and then there's also a connection to the regional Maricopa Trail that's to the east of the project site that's what that green box is that's highlighting the path that will be leading down to that trail for the elevations so not spend too much time on any one of these slides even though um and it's staff's opinion that they've really put together a very attractive project um they're utilizing a a Southwest contemporary architectural style here buildings show really great movement um they exceed the code requirements in terms of kind of that horizontal and ver vertical articulation requirements um they show good material variety and they're utilizing stucco stacked Bond brick veneer some metal accents all of that is compliant or it actually exceeds our our code requirements for design standards um you can see kind of just from this slide initially it's it is a mostly neutral color palette but they kind of have that nice warm Rich pop of color that is being strategically used either at building entrances or just um as accents some of these buildings so for building types one you can kind of see the pop of color highlighting some of more of the entryway areas two three the accents don't read as well from this distance but they're on the end caps of the buildings all very harmonized with each other um and definitely a a style type that we um are supportive of in this this area of the city for utilities and infrastructure um there's um of course water sewer and drainage reports that are um conceptual reports that were submitted pandom with the the site plan process and the developer is going to be responsible for any Improvement that are required um as per all of those reports thought about trash pickup um the dumpster locations are are thoughtfully arranged and evenly distributed across the site in a in a neat loop loop pattern for for pickup um and then just because I like flood plane stuff because I'm a CFM I thought I'd throw a last bullet on there that they um did thoughtfully design the the project in response to the flood plane and floodway constraints on the project so an Eastern portion of the the property is in floodway and flood plane and so they've phased the project accordingly and utilized a lot of that as kind of that more natural open space um what couldn't be brought in with a cler so but of course all of that's going to be subject to requirements of um flood plane permitting or feema approvals for um Emergency Services of course we'll be um those will be provided by the city and then the developer has um already been in communication with the local school school districts regarding any donation agreements that may be required MTH is getting dry um for with that um the recommendation is to approve plzs 24-7 um and I wanted to note this is subject to conditions a through Q however the wording of some of those conditions um was modified today we had additional conversation with the applicant team um and I believe you all received a memo that just had the updated wording so I just want to make sure that that's noted that it's those conditions um but yes that's that concludes my presentation um our applicant Commissioners um and thank you to the amazing Buckeye staff um again for your um guidance um from planning engineering transportation and legal perspective um with the assistance on this project in sheering it through the process um especially to Mandy Woods who has been um skillfully guiding us through the um rezoning and site plan process on this project um as I stated my name is Katie rounds and I'm here um on behalf of the Cadence group um who represents the property owner High Street Ventures um the property own the property owner of the undeveloped parcel located at the East End of Filmore off of North verado Way um I'm before you this evening to request your approval of the site plan application um just a quick introduction of the team that I have here today I can pull them up to the podium if there are any technical questions um we have the property owner High Street Ventures who has flown down from British Columbia where their offices are located um we have our architect Todd and Associates civil engineer hilgart Wilson which is now call yours engineering our landcape architect also taught and Associates and our traffic engineer uh the loah grou um before we jump into the project details I'd like to take a moment to introduce the property owner and the developer of this project High Street Ventures is a British Columbia based real estate development company that develops and builds environmentally Advanced Apartment Homes across British Columbia and now in Arizona High Street is passionate about developing smarter real estate that makes a real impact by focusing on quality finishes and environmental sustainability uh that enables their residents to feel good about their homes with approximately 5200 Apartment Homes and Condominiums developed and owned across British Columbia High Street is a committed multif family developer and long-term holder of all of their developed communities the High Street quality finishes mean more than quartz countertops and high-end Cabinetry quality means everything from the inside out that is engineered to bring Comfort pride and no carbon emissions I Street design and construction teams Focus heavily on the design of the building envelope including the Mechanical plumbing and electrical systems and site features such as solar and electric vehicle charging and goes above and beyond any building code in regards to this by minimizing energy cons consumption throughout the site um with this Focus all High Street communities have the potential to fully offset energy consumption in the future as solar electricity and Technology continue to improve our future West Filmore uh site developed in the Buckeye Community is set to be the one of the first of its kind with a goal to Holy to be uh fully net zero um with the um amenity spaces and residential units um in a High Street Community you breathe easier both figuratively and literally um as Mandy had mentioned um the site is located just to the south of the um existing Summit Church um we um the property owner actually purchased this parcel from Summit Church I believe maybe a board member is here this evening um they happily hosted our community meeting neighborhood meeting there as well um and are in full support of this project um as mentioned as well to the West is the uh future proposed U mixed development and then to the east is the tut Hill wash our proposed Community is going to include 510 apartment homes with 40% either Studio or one bedroom 60 % being two bedroom ranging from 2 to three stories depending on the orientation within the site additionally we're going to be including the Net Zero amenity spaces with a target of making all the residential units um Net Zero as well electric vehicle charging stations approximately 10% of all of the units um solar carport canopies and rooftop indoor an indoor bike Cafe Resort style pool with small and large group Gathering areas a community Clubhouse and fitness center rain Harvest ing raised garden beds event lawn with outdoor lawn games shade structures with barbecues a dog walking path that's going to go around the perimeter of the property and then connecting into the T Hill wash um and that pedestrian connectivity and with that I am happy to take any of your questions thank you thank you puppy yes thank you Mr chairman I'm sorry I didn't catch your last name k rounds making making the rounds yeah when you said it I know I had seen that somewhere um Miss rounds I just I think that's I really like a lot of features of that project project and thank you Mandy for presenting and it seems like you've really collaborated well and in having a real good solid design my my only thing is I'm very much into Aesthetics and color and I'm not crazy about the colors in this design in this uh I'm trying to think of the name schematic um that's just that's about my only thing but everything else looks great thank you hello I agree it all looks beautiful it all looks wonderful but I'm not crazy about the colors either but I do have a question um there's 520 units 510 5110 units and one entrance and exit and that's adequate it is yeah there was um just because of the orientation of this project there physically can only be one entry into the property um so full traffic studies um and queuing studies for the um entry into the project have been completed uh by a professional traffic consultant peer reviewed by the city and approved so yes it has been evaluated we've provided um as was noted in Mandy's presid presentation a secondary emergency vehicle access at the northern part of the property which is access via an easement uh Through The Summit Church property thank we' love to have two if we had more property frage we just don't thank you I'm I'm just really impressed with this whole project and I'm not crazy about the colors either but I'm not a real gray person so I don't expect EV I don't expect every project to be purple so you know but good choice but it's it's a beautiful project and it's um just the whole concept and the company behind it is very impressive and just the zero the solar every all of that so thank you thank you I normally skip but but is that gate is that entrance is that a gated is that a gate yeah and that's why I heard you say something about be Q3 community so let's see if I think I actually need to get the site plan from your presentation um so it is gated so there's going to be um you know you'll have a key fob you'll pull up there's the minimum three car stacking where you swipe your card then you turn to the right and then those gates open so you'll be able to pull in um future residents or visitors will be able to access the guest parking in the without entry into the gates okay that's oh you can zoom in there Mandy but um that has been thought through there's a little gate there it's right there correct so two flanking the sides so that means I got to walk I'm kidding uh Mr deasio no [Music] questions um I think this is an exciting project uh with with Net Zero and the uh amount of solar that you're going to use um is there any possibility that somewhere down the line that Filmore Street could be extended down to give you another entrance I wish it could but unfortunately with a Tut Hill wash there um it's going to Forever end at that location I guess unless a bridge or something were to be built but at this point I don't believe the city um has any plans to have that extended further so it will continue to dead end there okay thank you I think it's an exciting project we'll see how it goes Mr tripiano yes question on the uh 45 EV charging stations to start off with are they going to be spread out through the community yeah they certainly will be so they'll be I don't know if we have an exhibit showing exactly where they are but yes they're going to be spread out thoughtfully so that everyone within each building has an opportunity to use them there's a lot of places when they put in solar put not solar but electric vehicle charging they put them all in one spot and so it's not our plan here I mean we really are focused on um encouraging our residents to be as mindful from the sustainability perspective so we want to encourage them to use them and to encourage them we would make them the most accessible to each building so they will be scattered across and and the one thing I didn't see and I think I've seen on on the slay plan where are the entrances are they actually interior into the specific into the units yes correct there's going to be internal corridors that are their um open air corridors but the doors to the units will be on the inside corridors as unusual here in Arizona most of them are on the exterior of the building so it's going to make it even look better um is there going to be any kind of uh I know you can't put air conditioning in those corridors but kind like a many keep the air flow going um that's a good question we have looked at making them um closed door corridors but in the evaluation from The Net Zero perspective and how you cool them and and how it worked we've decided that open air is the best solution here so you know maybe it's a it's something I can take back to the design team fans or whatever to keep yeah I'm just worried about during the summer someone moving in and then to the middle when it's going to be very hot in there so that's a great great concern we we'll discuss that with our design team as we're moving into our construction drawing phase so thank you yeah and I know because someone came down from British Columbia that's why I got cold today so I know the first day all year long thank you yeah thank you these are three story um not there some that are three and some that are two story okay again I'm I'm you you have me at the entrance I have to walk into where's the elevator don't have we so because they're three stories they don't require an elevator so they yeah kill me that's why you live in a house there'll be plenty of first floor options for those who don't want to walk up the stairs I get it I get it but I need an elevator all right something Mr chairman yes ma'am I just wanted to take you back off of that but I was thinking this is probably I'm thinking the demographic is mainly young professionals they can handle it they can yeah that's what we're thinking young professionals with the studios and one bedrooms exactly very good thank you thank you any other questions Commission this time may I have a motion I would like to make a motion to approve plzs sp-24 d17 for the site plan approval of West Filmore High Street a 510 unit multif family residential Community subject to conditions a through Q for the following reasons furthers the goal of the Buckeye General plan and contributes to a vibrant Buckeye Gateway Activity Center The Landing with residential density and contemporary design appropriate to the activity center it conforms to the Buckeye development code and there are no outstanding issues from reviewing departments may I have a second I'll second that it has been moved and second any all in favor I any opposed motion passes welcome uh and get an elevator in there for the love of God get an elevator all right thank you all right Mr hernandz are for sure that are going to leave their stamp on the city of Buckeye so super excited about that I'm disappointed Mr L left I did want to object to him suggesting I would not be here in 80 years I will be 126 and I plan on being at this desk so yes and car's also I'll have that convers behind closed doors with him uh let him know I don't know why he thinks I'm so unhealthy um anyway uh the only uh actual thing I wanted to mention is um next meeting is going to be uh February 11th we have several items on that agenda already so um anticipate a meeting that night uh our bylaws for the Planning and Zoning commission do require on an annual basis we elect a chair and a vice chair um it feels like we just did that because we did um due to the to some of the changes in the commission last year um but we'll have to do it again um nothing that says you you can't uh keep the roles or or or nominate the same people for the for the roles um if that's the commission's pleasure but we will have to take those formal actions and we'll do that at the next meeting so that's all I have sir well I've ran out of bullets so let's adjourn this meeting and go home oh oh excuse me excuse me I I do have just pretty amazing anyway um the chamber is having its quarterly breakfast coming up on March 26th and it's um an economic development update so a lot of this stuff will be over um highlighted so if
