Mesa P&Z Board Unanimously Approves Haas Crossing Village 7 Rezoning and General Plan Amendment via Consent Agenda

The Mesa Planning and Zoning Board approved both a major general plan amendment and rezoning for Haas Crossing Village 7, a 103-acre mixed-use development project, in a single unanimous consent vote on August 12, 2026. The approval enables future development of state land at the southeast corner of South Haas Road and East Elliot Road and represents a significant land-use change from office and industrial designations to residential and mixed-use. No public comments were submitted, and the board processed both cases without discussion.

Outcome & Next Steps

The approval removes regulatory barriers to development by converting industrial and office-designated land to residential use and updating the general plan to reflect the intended mixed-use character. The state land can now proceed through development review and permitting processes under the new zoning designations. The board processed both the rezoning and general plan amendment items together to ensure compliance with Arizona state statute requiring separate public hearings for each action, though both were voted on simultaneously.

Procedural Notes

The meeting opened with a procedural question about whether the general plan amendment should be heard before the rezoning. Chair Peterson, with staff guidance, determined that holding the general plan public hearing first and then the rezoning would create a clear chronological record of two separate public hearings as required by state law, even though both items could be voted on together. This procedural care ensured statutory compliance despite the consent-agenda streamlined process.

No blue cards (requests to remove items from consent) were submitted before the vote, meaning no board member or member of the public requested to pull either case for individual discussion or separate voting. This allowed both Haas Crossing items to be processed as routine business without presentations or debate.

As part of today's agenda, we're scheduled to Uh we have a consent agenda. And as a reminder, all items on the consent agenda are considered routine and will be acted upon with a single motion without individual discussion unless a request is made to remove an item. Danica, have any requests been made? Chair, board members, we do not have any blue cards. Okay, perfect.

And now we'll ask uh Principal Planner Cassidy to read the consent agenda and from understand with the general plan, we that will not be on it. Um so this will just be the Okay. So So since the general plan needs to be voted on before we do consent, do we need to do the general plan first and have uh and and open the public hearing, do that separate first and then do I mean, we're we're with no blue cards, we're not doing a full presentations, right?

So So should we just not do consent right now and just go to the read the general plan item first and then open the public your discretion. We just want to make sure we have a strong record that there were two public hearings held so we are in compliance with the state statute. Okay, got you. So, for my the benefit of of my OCD, we'll do that. We'll do general plan first and then zoning afterwards since it seems like that's how the world order should work, right? So, on item 3A to uh Do you want to Do we need to read the item first or just open the public hearing?

Uh, you can just open the public hearing, but you should identify what it is a public hearing for. Okay, got you. For item 3A GPA 26-00161 Haas Crossing Village 7 Uh Do I need to read the description, too? Okay. So, for this case we will formally open the public hearing. Are there any who would like to from the public who would like to speak? Seeing none, we will formally close the public hearing. Now that we've done that, can we do them both in one vote? Okay. All right, Cassidy, you're up.
