and it is located in central goodier at the northeast corner of Bullard Avenue in Van be Street property is currently zoned preliminary plary development with an underlying designation of approximately 10 acres of retail and approximately 41 Acres designated as business park that property is right here with the star so we'll zoom in a little bit and you can see that this backwards Oklahoma shaped parcel is just south of the urban Logistics business and employment area it is north of the vacant Vantage data center site as well as fire station 181 and the ADOT owned property it is east of Bullard Avenue as well as Cabana on Bullard and it is also um just east of the Bullard Commerce Center um and then west of that aforementioned ADOT site so again that site is right here for a little history on the property the approximately 51 Acres was part of a larger 243 acre property that was rezoned to preliminary pad for airport Gateway at goodar um back in 2007 that again had an underlying zoning of 10 acres of retail and 41 Acres of Business Park The Remnant acreage of that uh 4 uh 243 acre pad has since been largely rezoned 25 acres of that was developed as the City of Hope Medical Campus 25 acres was rezoned in 2023 for commercial and uh multif family uses as part of that celebration Plaza P that you'll recall uh Urban Logistics took up approximately 43 Acres of that site and then approximately 71 Acres of this site is going to be considered for a rezoning tonight um just after this item so again today's property is located here and it proposes to be i1 with the pad overlay current General plan designation is business and commerce so the applicant again is requesting that pad Amendment or pad uh to i1 with a pad overlay and that reone would facilitate the development of light industrial with the pad overlay to facilitate the development of convenience Mini Storage on the Eastern portion of the site portions of the site that are located east of the 145th Avenue alignment the p8 overlay also calls for enhancements and design particularly for the storage some of the storage enhancements like the Ning the fake garage doors things of those nature that you're very well accustomed to at this point and for the industrial i1 portion um enhanced design standards as you'll recall from the projects such as citrus and mcdal or Cel and mc85 uh to list a couple for example you won't have any Cross Dock warehousing here there will be enhanced screening standards along vanen Street as well as Bullard so that you don't see the dock doors right up on those roadways um enhancements in color so you don't get a bunch of gray and white buildings but more natural Earth Tones with some accent colors and then they will be implementing the 50 foot wide Bullard Avenue enhanced streetscape enhancements along their portion of Bullard Avenue those are some highlights of that pad overlay to date the city has not received any formal resident opposition on this case uh Planning and Zoning commission did recommend yall approve this uh 70 vote and staff has evaluated the impacts of this proposed zoning on the Greater Community with no major concerns being found staff is also recommending that you approve this resoning case from preliminary pad with an underlying land use of retail and business park to a p8 overlay with i1 as the base zoning to allow it needs to look like an office basically because a lot of the patients from City of Hope walk down celebrate way and I don't want something not very pleasing to the eye on that corner particularly yes and as you said it may be developed as a storage we don't know what it's going to be correct crapshoot right now what it's going to be correct but it is a very narrow parcel that's why staff yes I walked it today yes so okay thank you I just and then so what is not going to be developed is this a a wash area which portion well this is this is this the DMV not DMB you don't call it that in Arizona a DOT the ad do site that will remain in adot's hands for their development it's state owned that's fine because they they're really situated there I don't want them to have to make them move no ma'am okay good thank you so much that's all my questions May thank you PL member Hampton yeah so I guess going back to that same it's already up there so the dark purple I see all stipulations for the the um storage unit but for the darker purple light industrial that category is there certain height restrictions in that I don't see the the stipulations for that one it would follow the typical i1 height standards I believe that's 50 feet okay but it's supposed to be a light smaller kind of like the one that we that we Zone north of it where it's going to be lighter industrial smaller this property would allow for all i1 uses the difference here is that in an i1 you could have a very large industrial building however with the stipulations on this about dock door facing and the ability for it not to be cross do what you're typically going to see is a smaller footprint building because they won't be able to have that cross dot component so you would likely see a smaller scale industrial building but all the uses of i1 would be permitted on this site and we first when I first saw this as well if I remember right is this can also be used for commercial or retail uses as well or is it only only industrial uses for for example I cross the Street there's all kinds of small businesses and things like that over there so those kind of uses can be over here like the gymnastics place the CrossFit gym the all the different things you those kind of smaller uses can be utilized here there's no restrictions on percentage wise it could be 100% yes absolutely and i1 ability yeah light industrial would permit some of those types of uses like a a CrossFit gym or things of that nature okay okay yeah so make sure it's flexible for those uses I think we have a a lack of places for small businesses to start up and and grow in Good Year so if it can be something that leans towards that that'd be I think great for this area so thank you council member Laura T I think council member Hampton covered my question so that people understand that this is not a cross do this is not what you think of as a warehouse facility it is light industrial which would include gyms or a mom and pop you know Cabinetry store where they're bringing product in the back and maybe having a store in the front is that a good way to phrase it absolutely yes okay so it's a great small place for people small businesses that aren't necessarily you know like a retail walk-in store but can't have an office or a retail component in the front you know a showroom and then the product in the back you got it absolutely he covered it I just wanted to confirm thank you council member step thank you mayor U Christian did you uh say that the uh area fronting Bullard has enhanced Landscaping as well yes there will be there's a stipulation attached to this where they would uh continue that 50 foot uh wide Bullard Avenue enhanced streetscape so what you see south of Yuma or north of Yuma up to almost vanan today would continue throughout this project and then just as a matter of note the urban Logistics property just north of that would also continue those enhancements um and that is that's something new correct that was not uh that wasn't part of the original P from back in ' 07 or whatever that was not there um they were open to continuing what we've established along that Bullard Corridor to make sure that it looks um very beautiful when you ENT our city okay um you know I think um I think from what we originally thought this Corridor might look like to what it's turned into being it's 2024 um as opposed to what it was originally probably envisioned back in 2004 for 1994 um getting those enhancements along Bullard is I think is really important I appreciate um the applicant being willing to do that that's kind of a big uh a big ask in today's today's market so um I I do want to acknowledge that I know um that uh that that work is I just want you to know that that goes that does not go unnoticed um and based on everything else with the stipulations um Christian thank you for um of your efforts to try to get this to be um the best possible um situation that we have and I appreciate that thank you council member step you know great discussion really nothing more to add on that so with that would you go ahead and open the voting passor 70 thank you Christian uh next hearing is to consider a rezoning on approximately 71 Acres from preliminary plan area development to light industri with a pad overlay open to public hearing you're back up again go how's it going maror and Council Christian still standing here but we've all metaphorically walked about a quarter mile north of this site okay another request from Wendy Rell for rezoning in the city this property is at the southeast corner of Interstate 10 in Bullard Avenue 71 acres and the request is to reone this property to i1 with the p overlay as well uh the current design ation of that property is preliminary p with an underlying zoning of regional retail that property is here with the star on the map so zooming in to the south of this site we have the urban Logistics site in the property that you all just recommended for a reone to the north directly north is Interstate 10 a city-owned vacant parcel in the centercap property which has Red Robin yum to the west of that is the Campbell Soup which says as sniders and to the direct west of that is also the ask Kickin gift shop all right so for a little history on the property I will not reiterate the entire history but we're now talking about this property here which is requesting to go from preliminary Regional retail to i1 with pad overlay again the general plan land use designation is still General um business and commerce so the applicant is requesting this reone to preliminary to pad overlay with i1 um this rezone would allow for all of the i1 uses it would also add some additional uses and I'll highlight a couple one would be that it would allow for a 50,000 square foot retail user with gas station that is not a truck stop as well as accessory uses that go along with that type of use such as a car wash if they so choose with some additional um enhancements and distance requirements again this would be a 71 Acre Site in addition to that there are some additional allowed commercial uses that would be permitted across the entirety of this property including the green and blue areas for pictoral purposes that would be hotels restaurants other offices retail and other complimentary commercial uses there's a whole host of those uses but those are just to um tell you a few of the highlights of that hotels restaurants a large retail user over 50,000 ft with gas similar to the case that you just heard if they do opt to develop this with i1 type industrial buildings cross would not be allowed their additional design enhancement Provisions that are contemplated along the interstate front edge or public roadways if they are constructed Additionally the site if it opts to have freeway pylon signs it may have up to two and they may go up to 85 ft in height that would not require a use permit that would come in through the conference of sign package process and if one of those users is a retail user that is a single tenant that is greater than 50,000 ft one of those freeway pylon signs might be a single tenant freeway pylon sign similar concepts with the color enhancement and the um um accent colors also in this zoning case at the city at the Planning and Zoning commission meeting one property owner Southwest of this location spoke of concerns about the existing signal location as it's put at Roosevelt Street in Bullard Avenue and requested that a stipulation be added to require that signal to be relocated to the center line of Roosevelt Street staff expressed that it did not support that stipulation being added and stated that that issue is truly a site planning issue and a private property owner matter staff uh Planning and Zoning commission recommended the approval of this rezoning 70 and did not request that that stipulation be added s has evaluated the impacts of this proposed zoning on the Greater Community with no major concerns being found staff is also recommending that you approve this rezoning to reone the site from preliminary pad with an underlying Regional retail to a i1 with pad overlay which would allow a 50,000 square foot or greater uh retail store that also has gas and accessory uses and other additional commercial allowances such as hotels restaurants offices and additional retail along with the provision of the sign package the applicant is here they do not have a formal presentation of needed and I'm happy to answer any moment to say thank you to the city of Good Year tonight um this case had a few bumps along the way and it required a lot of your staff a lot of your staff's leadership and management um and they really got down in the weed and really helped us and I don't think this case would be here and the opportunity would be here for Good Year had that not occurred so I really wanted to say thank you um for everybody being willing to dig in and I can tell you that the user you'd have to I think not watch any news in this state to have not heard um that we believe bies is coming here and will be coming to goodye it will be the first one in the state of Arizona and we're extraordinarily excited so again thank you thank you to the team that made all this happen and I'm happy to answer any questions that you may have okay want you hold that off and because first of all do we have any speaker cards yes mayor uh who do we have Tom Show can you come on up to the podium there all you need is to state your name with your Goodyear residence you got three minutes the floor is yours go ahead this will be difficult in three minutes my name is Tom scha I'm not a goodye resident uh but I do represent a Goodyear property owner with the property that's directly to the west of the res resoning property uh let me start by saying that uh we support the rezoning effort we think it's a great use of this land uh our concern is that the land directly to the West is already Zone commercial in the front and Industrial in in the back back and it is not developable we have gone through and tried to develop it multiple times over these last several years when the development activity has been substantial and every time we run into the same problem and that is that there's no access to Bullard from the North and the reason there's no access is because the traffic signal when it was cited was cited for a private driveway that is just North of our client's property that traffic signal needs to come down to the center line of the property so that proper access can can be planned bulleted for both of the of the uses which will be on the west side of this property if that's not done then congestion is going to become a tremendous problem for all the citizens of of Goodyear and all the people who come off the freeway to try to use these properties and to use the bies so what we have asked is to is for staff when they do the site planning in this case that they take into account the impact for traffic if the traffic signal is not relocated and again we're only talking about relocation of maybe 20 ft but that if we don't do that it's going to impact tremendously the traffic congestion along Bullard Avenue it probably will back up literally from I 10 all the way down past celebration life way because southbound is only two lanes of traffic and it's not going to be sufficient to handle this this load this is the moment in time for this planning to be done because if it's not done now what will happen is that traffic signal will be cited to the north of the section line and then it's going to be very difficult to obtain access consistent usable access into the north part of the property that my client owns directly across the street so what we're asking is simply that that staff be directed to look in their site planning process to look at the traffic impacts of this entire intersection my client is willing to pay for the cost to move the traffic signals and he's willing to pay for the cost to do the engineering study which will demonstrate that that that signal needs to be moved so with that what we would ask council is that they direct staff as they go through the site planning process on this parcel that they look they look and from a traffic engineering standpoint they look at this intersection it's placement off of the off of the section line and they and they correct that thank you thank you anybody else any other okay uh let's open it up well first before we get there I got to close public hearing right yep city clerk praise read ordinance number 2024 1595 by title only adopt ordinance number 20241 1595 conditionally resoning approximately 71.4 Acres of property located at Southeast corner of Bard Avenue in Interstate 10 papao Freeway to be known as Southeast corner of Bard and I 10 from preliminary planned area development pad to the planned area development pad zoning district with an underlying zoning District of i1 light industrial and a planed area development pad overlay any map of the city of good you're providing for non- abridgment providing for Corrections providing for severability providing for an affected date providing for penalties and directing the city clerk to report a copy of this ordinance thank you can I get a motion in a second I have that motion in a second um and and again just to reiterate we do have the letter staff has that letter dealing with the issue so all right uh let's see I got a motion and a second let's see first up is council member step thank you mayor thank you Chris um I guess my first question uh will go backward U is probably to the city manager do we have um it's my understanding that we've got some staff looking at the traffic light options we can you are the one that Mr scha was referring to yes yes um because it I understand the why it is the way it is is is under under dispute but um at this point in time I am not inclined to request staff to take any action but if there's a way for us to move forward with this and solve everyone's problem that's great um but I'm not going to make a directive that's just my opinion only um I'd like to uh again Christian where are you oh there you are I'd like to um thank you personally for the amount of effort that you put into this particular project project both on the retail and the industrial side um I know it has probably been one of the most challenging uh that you've had in a very U very recent recent future or in the recent past um second uh bues is coming here because of ejm and uh and Fred you and and the team at ejam um you've been a long partner in this community um I want to say 20 years but that's probably that's probably not enough time but it's probably pretty darn close so um ejm has always been a good partner for the city and um I don't know that there's many of us sitting up here that actually realize the Deep history that you have uh and I want you to know how grateful at least I am as a a member of this Council and especially for the opportunity for us to really bring a landmark um although if bues is listening I have regretfully never been uh but I have been instructed that I must go when it opens um for my uh Bucky fans up here on the dis but um thank you for that I uh I appreciate it um I know that this this effort has been difficult as well um along the way I appreciate wet's leadership and everyone on staff for uh everything that that they have done um and to bies who I know stand and everybody at their Corporate Center is listening um and hopefully watching because I didn't dress up for nothing um but uh thank you Stan I appreciate uh you hanging in there with us and uh look forward to uh the grand opening thank you council member step um council member Hampton yeah thank you I also excited for uh for this project and bies to to come to Good Year and all the hard work that staff and everybody who participated in this has put into it and then just going back to to Christian's uh presentation yeah I do appreciate the addition of the commercial uses that can be on the east side of that property so that's that's great there's a lot of fun and extra entertainment and things like that that could be uses there so it's exciting when we have land that's still left along the it 10 that's not apartments that we can utilize for for entertainment and things for our that our residents want so so thank you so um yeah I'm excited to approve this thank you to everybody who participated council member Laura thank you very much thank you Christian for all your work and all of staff's work and Wendy and egm for bringing this forward to our city this is definitely going to be a win-win for the city this is going to be a win-win for those properties that we just talked about today this is going to be a win-win for all the properties that are around that area that are not developed um this type of project basically has coattail that is going to bring additional development um that is favorable um to our city which is going to help bring more tax revenues increase the base which is going to help our our citizens it's also I have not been to a bues but I have heard about bies um you're going to hear from I se several of the council members up here have been to bies and have shared their photos um this is a phenomenom and I did not realize how much a phenomenon it is um apparently it is Cracker Barrel meets Quick Trip meets Costco meets anything you can find with food and groceries and gas and supposedly wonderful barbecue and um restaurants so this is something that people apparently travel make plans to travel to and it's my understanding we are going to be the one furthest west at this point um right off of I 10 so I think this is a great great moment for our city and I want to give great thanks to our staff um everybody that's worked so hard on this city management and her whole team um because this was a big lift for everybody so thank you very much so I wholeheartedly do support this um as to council member sti's comment about the light it's it's understood and um if there's a way that they can work to support it again I don't think that's the the issue for today but I know our staff is really great about problem solving so if there's anything they can do they're always really good about doing that so thank you very much and I'm going to say welcome to Good Year you're up there W there you go okay so um I have a couple of comments to make number one we were sworn to secrecy who was coming to town and how it got out it wasn't me I never met anybody from bies I don't know anybody from bies I am from Texas I know know who Stan is but I'm not in the in group I first I was concerned about getting it there at that corner and then the more I looked at it I figured that's the best place for it because I had really was looking at the Trotter track if you remember where that is and the Trotter track where doesn't have any access to it 10 so that was not a good fit but I did send an email to Christian and ask him a question and said 'if you don't know the answer please ask Katie because Christian is new in his position and doesn't have the history that Katie does and then I got an answer from a city man Deputy city manager and I simply said Katie and I have more time and service in the city of goodye with history than the city manager and all of her deputies so when we ask a question what have we done 15 years ago 20 years ago we go to folks that have been here that long so I'm sorry you couldn't answer me direct but I understand you can when I ask a question you are permitted to answer me back and you can always tell City management what we're talking about it's not a secret but I just didn't think it was at their level it's why I went directly to you Christian because you've been working on this thing for months so anyway that's all I was going to say but um we're going to see how this all works out vice mayor you know we have these um issues that or these matters that come up the public hearings and we always see the the application the the um presentations but in this particular one it is very much worth reading all the stipulations conditions and additional business standards it's quite extensive all the possibilities that this land can be can bring fourth and um a lot of detail about what's in the pad overlay so don't miss out on that Wendy I want to say thank you for saying out loud what we've been waiting to hear the name bies um I was just in Texas last week I went to the bues in Denton I brought back a bunch of bues merchandise and just been quietly waiting for the time to to roll out my buy mug but uh anyway uh thank you for all the work that has been done all the staff this is a big win for goody year and for those uh who haven't been to bues yet you're going to fall in love with it you will be there quite a bit you will have people come here to visit specifically to go to bies and uh it it's great for Good Year so thank you did she get a shot with the mascot I did okay council member Gillis Wendy I love this project because I'm part Southern right so I am so excited that bues is coming here I am so excited I can't stand it we're the only one in the state of Arizona if I'm correct right and so they're going to come from La they're going to come from everywhere which is going to put us right on the map which is where we need to be as a new growing city so I'm very excited about it I'm very excited what it has to offer us and I am so happy that you're the one that brought it to us thank you very much and I'll be like um Sherry and say welcome to Arizona all right council member STI you got something else yeah I got so excited than thanking everybody that I forgot to actually ask the real question Christian um you mentioned uh very briefly that what this is not you said this is not a truck stop and then you then you quickly moved on but I know that there are a number of people in the community that are worried that this is a truck stop can you describe how this is not a truck stop for those that aren't familiar with the stipulations within within this certainly without boring the entire Community I will be brief state that there will be no truck driver facilties showers overnight venues for that this type of business and the way this is owned is made for normal Automobiles and you have a diesel truck you can go fill it up here but it's not built uh to accommodate semi-truck drivers or overnight stays can a semi tr get in to even fuel up there a semi- trck in theory could I mean semi- trucks are going to be needed to refill the hold on let's get the let's get the right answer on this one because I think we know the answer to this mayor council member stti no bies will not allow a semi trck to come in even without the actual Truck Part just the cab is not permitted to come in and fill up okay so it is in no way shape or form a truck stop and they if if I remember correctly they sign no trucks there are signs all over that say no cabs if you go online there's a series of very angry truck drivers that would really like to go to AES uh but are simply not permitted it's a policy they take very seriously okay and I think that that part is really important for us to get out in this whole discussion we're all excited we all um for those of us that haven't been there we have no idea so I have to rely on things I've read Etc so um I really wanted to make sure that we get that out into the community that um that this isn't just a glorified truck stop because somebody mentioned it's a cross between a QT and a some well that can that argument can be made for a truck stop brand that's very popular out here but I think to be absolutely clear that is not the case and staff has very carefully stipulated us to make sure um not only is it not the case it can never be the case okay and and I think that that is the the real takeaway that we need to message out um that even if um something were to happen that that this cannot be buckes can't be erased in exchange with something else so that we've stipulated out the ability for this to be that's correct okay that's perfect thank you so much thank you all right let's see where we are first of all Wendy thank you uh Christian thank you for everything that you've done uh I know we've had some individual members on this di that worked to try to get this thing done and I want to thank that individual uh and and I appreciate clarification I appreciate the question council member stiff that you had with that because again uh it's not a truck stop and those semis not allowed there so I think that's real important you know I think number one this is going to put the West Valley on the map uh it's going to be a great and and some of the numbers maybe Wendy you can answer this for me but I know when we met with uh uh one of the owners or one of the people that pull that on is I think it was like 75% of Revenue that they generate comes from outside the area does that sound about right 80% it's 80% okay that's even better so it's not really competing against our local uh businesses which makes it even better from our perspective so uh I appreciate that so we've got a motion and a second on there let's see um where are we at I was open the vote passes 70 welcome to the city now with that being said uh we got an ordinance to read is that what's next oh business we done okay like to remind Council wait for a motion a second before discussion we have one business item to consider a development agreement for reimbursement of Road improvements go ahead and introduce yourself for the public please good evening um mayor and members of the council I'm Keeny cansen I'm a deputy city manager with the city of goodar and uh the reason why I'm up here this evening is because one of the things I'll be working on is development agreements going forward making sure the development agreements that come before you for approval have been properly vetted through our staff and working with our development Community but also to track those as they're going through so the one we're talking about this evening uh item number 12 is actually a companion item to the item you just voted on item 11 uh which is development agreement related to the rezoning effort that just happened uh the aspect of this project is to be this development agreement the main purpose is to be able to look at um this opportunity for development that's going to bring jobs and also significant sales tax revenue to the City of Goodyear but it's also this development agreement is to be able to reimburse ver the developer for Investments they're making in the public infrastructure that's associated with the development so the development agreement is going to be uh three primary components the first one is uh the delivery of a large retail user and that's going to be on that West parcel you see up on the map up here and that's one we've all been talking about uh and that has some um restrictions around them I'll show go into in just a second here the second part is a reservation for commercial use on the East parcel um that is to be able to be able to bring some commercial uses that might be uh complimentary uses with the West parcel development that's going on in the west parcel the third piece is construction of the roadway improvements that you see up on the map here the boats the East and West Road uh that goes between Bard and 143rd Avenue and then the uh North South road that goes between the west and the East parcel so the the requirements I kind of go through quick require requirements between the owner and the city's responsibility the owner is requ required to dedicate right away and construct public streets and that's supposed to happen within five years those streets will need to can be phased and they will be built to City standards and uh it will be requiring for the city to accept those within 5 years of the date of this development agreement the second piece is development delivery of that large retail user within five years as well that has to be a certificate of op occupancy within the five years and the requirement there is for that large retail user to be 50,000 53,000 square feet um of use plus 75 a minimum of 75 fueling stations and then finally their requirement is to have that reservation of 7 and a half AC acers on the East parcel and that will be for a period of 18 months that will allow the city to be able to work with potential users to come alongside um along that property and those 7 and half acres can be divided into other Parcels but no uh smaller than two and a half acres of of that amount and then uh that will be for commercial uses that are compatible C2 and the city's responsibility is to reimburse the developer for those public Street improvements and we're going to do that through reimbursement of about 50% of the sales tax revenue that is generated by that property so another key terms here it's a 20-year term I did mention that the those a couple of those requirements have to be delivered within five years so that would be with completion of those we'd have additional about 15 years to be able to uh reimburse the developer for their Investments and we do have a a preliminary cost estimate that be provided to the city so we have to approve that cost estimate uh because of inflation and other factors we allow up to 20% above that preliminary cost estimate and we do require that the con the developer go through public procurement requirements for the uh delivery of those public Street improvements and our even though we have that preliminary cost estimate we will only reimburse based on actual cost and then finally uh the revenue that we generate from taxable activities on that site will be put into reimbursement account that will be held for the reimbursement for the developer as they complete the requirements in the development agreement with that um I'll be happy to entertain any questions the council has any speaker cards no mayor any of the audience like to say anything see on city clerk please read resolution 2024 2387 by title only adopt resolution number 2024 d238 7 approving the form of a development agreement for the property located at the southeast corner of Interstate 10 and Bullard Avenue conditionally authorizing its execution providing Direction and authorization providing for the termination of the approvals and authorizations provided in the resolution and providing an effective date thank thank you just going to get a motion in a second for a resolution 2024 2387 got a motion up on the board in a second uh let's go ahead and open up for discussion let's see first up uh council member Hampton yeah once again thank you to the team for working this deal and to uh support the development and what's all going to go around this area so looking forward to this and we'll see if there's a name change Road change all those kind of things in the future um but yeah looking forward to this Development coming to fruition so thank you for your hard work thank you uh council member laurano yes I think this question is for Wendy when you gave the presentation you gave a number that was kind of Staggering about how many people go through one of these stores a month yes um Christian could we possibly pull the presentation on the last item back up my running joke is I went to law school to avoid all math so numbers don't really stick with me um but if if he pulls that up I can jump to it very quickly so you're looking at uh 25 million annual gross taxable sales not counting Fuel and then I think to your point about uh the entertainment destination you hear this is what we were talking about Mr Mayor 80% of the visitors live outside of the county 41% are out of state visitors you've got 5.2 million visitors to the store annually and that is over a 100,000 to the store weekly one of you quoted it was like country it's Country Thunder every week yeah or if you look at it 100,000 we have about 111,000 people in Good Year so weekly we have the population of our city going into this location um so when we're talking about the sales tax revenue and the sales tax reimbursement I think it's really important for people to see the scale of what the Commerce is going to be here and again 55.2 2 million that's be careful on that for the okay for the sales tax announcement well for the agreement that we have it is um you know in my discussions with Bucky it's important to recognize this really isn't a commercial use this is an entertainment destination exactly and I think that's what this brings in it's an entertainment destination we are clearly helping the City by making this a destination when we look at almost the population more than the population of Maricopa County is going to visit this place annually so this is a destination that is clearly a major win for the city no doubt thank you who else we got up here uh council member Campbell my question is real simple is the five years for them to build the road yes they have five years to build the road and they can build it in phases because as we have two properties we're talking about that the road may be built in a phase one one which supports the retail user on the west parcel and then the second part of that road could be built uh as the rest of the the property develops on the East parcel do they have to do anything to Bullard uh not as part of this development agreement but as part of the rezoning um that you just approved that will also have that Bullard Avenue 50 foot U buffer along Bullard Avenue so you have that nice consistent look um that is happening with the property south of of okay because if we have any backup of traffic it's always going to be on on Bullard somewhere for people getting off the freeway so and five years to me is an awfully long time for them to have to do something because is that the normal time frame that this city gives developers to do roads like we did for Microsoft and other things you know um mayor council I don't want to go through what we're going through with Microsoft we don't anticipate it's going to take the entire 5 years we actually expect it to be much earlier but obviously you can't predict the future as far as what might happen um if if it goes a little slower but we everything we've got from talking with the developer is this is something that's going to be happening very quickly after the action that's taken this evening that's fine I'm really only concerned about Bullard because all of us that are come we live off of Bullard and that's just such a busy intersection anyway we just want to be sure that the traffic can get off smoothly and easily and I don't want them backing up on the freeway to get off and council member cell if I may this development agreement just talking about those two roads but separately apart from this with the with the development requirements for this property there will be other improvements to the roads the existing roads as well great okay that's all I need know thank you thank you council member Gillis I neglected to thank um Katie and Christian and our whole staff Keeny everybody really this was a great project and winette very very thankful very thankful for everything you've put into I know it's taken a lot and I know we've gone through some bumps in the road so I wanted to be sure that I thanked you guys too because it really has been a big project thank you very much see no further discussion can we go ahead and open for vote pass a 70 thank you keny um let's see what we have here uh does the council have any comments accommodations reports on current events or requests for future items go ahead yeah I was able to attend that uh blue Festival that we hosted in goodye which I was yeah it's a great event looked like it was well attended I'm sure the city manager has some data on that and then that's just one of the examples of that area will eventually be taken over by homes so if we want to continue to have events like that throughout the year it'd be great to have a place that we could actually host things like that that aren't necessarily A Country Thunder but something that is can be utilized for those kind of uses so now that was good um lot of lot of things going on it's a great time of year so uh just that's one of the places I went so thank you got counc M thanks mayor I have um two things one is the is a request of the manager and then I've got an update on something but um the Microsoft Indian School Road situation um you are very kind sir um we got a uh what we may have to fix it ourselves and then build it back or something because that it's an Abomination out there and I just drove it this this past weekend um for the first time in in a long time and and I apologize I should should be out there more often but um so can we please just get an update on that um number one and number two uh is what I wanted to update everybody on was this um because I've heard several comments from uh fellow council members and from the public regarding the uh Valley what was being called The Phoenix light Valley Metro no pants ride the horrific photos that we all saw um I didn't see you on there were you yeah the this uh this event was not organized or endorsed or sponsored by Valley Metro or the City of Phoenix it was a spin-off of an event that originated in New York City several years ago and has been replicated and other communities across the country um valle's Valley Metro being a public service um expects all Riders to possess a valid fair but also so they paid they paid to be there but follow the code of conduct uh state and local laws um which require the wearing of clothing um it is posted very uh prominently in all Valley Metro Rail stations that uh conduct uh is specifically required that IND indent exposure is prohibited tops and bottoms of Footwear are required so Valley Metro um uh did rely on law enforcement um to take uh action that particular day for the indecent exposure uh that is the extent of which they can do but as you can well imagine trying to police um the miles of Light Rail is virtually possible without dedicated law enforcement so I wanted everyone to know that this was not a Valley Metro sanctioned event I'm unfortunately have that has to be said but um it was I think horrific and um I'll leave the rest of the editorial out of it but I wanted everyone to know Valley Metro was not responsible for the event did not sponsor the event did not host the event did not ask for the event and nor did the City of Phoenix um as they as they went through that so just to make you aware of that and that the end of my comments uh let's see city manager I am going to turn it over to our Parks director Nathan Torres for then update on the balloon festival which took place this weekend thank you Anette May and Council I'm happy to report the 13th annual uh Balloon Classic took place this weekend at the Ballpark attracting uh 17,300 visitors over the three days um and that represents a 28% increase over 2023 numbers 1 hot air balloons over 100 vendors um cooler nightly temperatures and wind uh shortened the glows on Friday night and Saturday night um and uh no major parking Ingress or egress issues were were experienced um so um very very good event this weekend at the B thank you anything else city manager mayor yes um I would like to thank council member St for bringing up the Microsoft Road and I don't know how many times I've had a conversation with our city manager regarding it and we have got to do something for the the the light at uh Perryville and S just a mess out there and it's even on the weekend it's just terrible and we need to do something and I don't know what we can do but we need to do something and we need to be very careful with f developments that we don't give them this much leeway time to get something when we stipulate something it needs to be a reasonable length of time to be completed that's thank you very much anything else city manager oh with that next meeting is February 12th no further business this meeting's over
