Goodyear approves three sign amendments for Pebble Creek, Canyon Trails, Airport Gateway projects

I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.

Dear God, we come before you today with prayer for our city along as as well as our residents in this world filled with many challenges and uncertainties. Help us to recognize the richness of our community. Grant wisdom and discernment to us as city leaders. May we make decisions that promote safety and wellbeing for our residents. protect our first responders that serve and protect us. Give them strength, courage, and safety in their duties.

And please thank thank you for the courage, wisdom, and quick actions of officer Dakota Berry. And we send special special prayers and healing for the daughter of Goodyear Police Captain uh Cheeto. Finally, let us come together in faith and dedic and dedicate ourselves to our great city in Jesus name. Amen. Amen. Thank you. We have two communication items tonight. First item, I'd like to recognize Officer Dakota Barry. Uh Officer Barry, please come forward. He's not here. Not here yet.

He's almost here. All right. I tell you what, I'm going to move it around a little bit. Let's go next. Second one is uh we're going to do uh which one here is for West Mark, right? West you come over. The Western America Coalition known as Westmmart has been a vital regional organization for 35 years, uniting the public and private sectors to advocate for the economic vitality and quality of life in the West Valley.

And whereas Westmark serves as a unified voice of 15 communities, including Goodyear, representing municipalities, businesses, educational institutions, and nonprofit community leaders committed to shaping a prosperous future for the West Valley of Metro Phoenix. And whereas in 2025, Westmark unveiled a refreshed brand and strategic vision to reflect the West Valley as an elevated, thriving, cohesive, and opportunity-rich region.

And whereas the date June 23rd symbolically reflects the 623 area code that spans much of the West Valley and serves as a proud geographic identifier for the region's residents and businesses. And whereas Westmark continues to be a catalyst for collaboration, innovation, and advocacy on key regional priorities such as economic development, education, workforce advancement, infrastructure, housing, and a high quality of life.

Uh we on behalf of our team and our board of directors, we want to thank you for this special recognition. This is part of our rebrand effort as we wanted to revise our brand to make sure that it reflects the shared vision of the West Valley and the growth that we're experiencing specifically here in the city of Goodyear. Go and get a shot. I tell you what, come on down. Right here. Perfect. Thank you. Congratulations. All right. I'd like to recognize Officer Dakota Barry. Um, can you please come down? Showing interest in law enforcement. Early on, Dakota Barry served as a Goodyear police explorer, volunteered for five years, and then worked as a correction officer with the Puma County Sheriff's Office before being hired as a Goodyear Police Officer recruit in June of 2023.

Officer Barry went on to graduate from the Maricopa County Law Enforcement Training Academy late that year and was welcomed as a member of Goodyear Police Department family in December of 2023. On May 25th, 2025, shortly after 4:20 a.m., Officer Dakota Barry was returning from Phoenix after booking a suspect into jail where he encountered a two vehicle accident on Interstate 10 near 91st Avenue. One car was fully enga engulfed in flames.

Upon seeing the fire and hearing a woman inside the vehicle, desperately signaling for help, Officer Barry knew something was alive and inside and acting quickly. Officer Barry smashed the driver's side window, thereby allowing the woman inside to push her feet through the opening. The woman whose hair was on fire was pulled through the broken window. Officer Barry p proceeded to use a fire extinguisher to put out the flames after attempting to use his own hands.

Despite his injuries, he then began traffic control and sent out flares to keep other drivers safe drivers safe and prevent further accidents on the highway. He quickly thinking and selflessly acted resulting in the woman being taken to a hospital in critical condition was surviving her extensive in injuries to begin her long road to recovery. Follow the rescue and an extra twist of fate.

It was later learned the woman officer Barry saved was a daughter of a fellow first responder at Goodyear firefighter. A heroic deed is generally defined by its impact, the danger it involves, the selfishness and nature of the person performing it. It often involves a voluntary risk of one's own life or well-being for the benefit of others. Recognizing heroic deeds is important for several reasons.

It honors the individual, inspires others, and reinforces the values of courage, self-sacrifice, and humanity. Today, the city of Goodyear recognized and honors Officer Dakota Barry for his heroic action on May 21st and expresses our sincere gratitude for her impressive service. We are deeply proud and humbled by his extraordinary act of bravery. Let's give him a hand. I know Officer Barry, we got a few people up here that probably want to say a few words, right?

So, how about if I start from I guess left to right. I'll start down there with with uh Council Member Terry. Okay. Um Officer Barry, I know uh it's been a lot going on the last few weeks in recognition. Just want to mention, you know, it is deserved. Um the video I think brings a lot of it to life. It captures, you know, a lot more than what words can express.

um we're proud to have officers like you and it it wasn't I know you'll say it's you know just doing your job but it was coming back from a routine task where you know you usually aren't you usually aren't there you know um I know Captain Jetum was talking about you know there's some divine um intervention possibly there to make sure that uh you were there to not only do what you say is your job, but what you were trained to do at this point.

I, you know, I know the feeling a little bit from my time in the military that it's instinct. You just act. Um, but we couldn't be more proud to have officers like you and I, you're a tremendous reflection upon, you know, our department as well as our city. Uh, so just wanted to thank you again in this setting. Council Gillis, Dakota, you are um you are amazing. What you did, and I know you keep saying, "Well, it's just my job. I just did my job." Yes. Yes, you did do your job.

But what you did was amazing. That was um an unbelievable amount of heroism. And the young woman that is um suffering today because of it, but she's alive and is because of you. And I know that Captain Cheetum, I'm sure, is very, very happy that his daughter is alive today. And so, in just doing your job, you know, you saved somebody. You saved somebody's family, you know, some individual. You you did a big big deal. Um, we are proud to have officers like you. That's amazing.

The city of Goodyear has great officers and you're one of them. Thank you so much for what you did and putting yourself in harm's way because I know you had burns on your hands and stuff also. And um I'm assuming you've recovered from those. Yes, ma'am. Yeah. Yeah. Um thank you for what you did. You're incredible. Thank you, Council Member Hans. Yeah, a lot's already already been said, but thank you so much for your service.

Like I said, someone's life has been changed forever for positive, that you were there and that you acted like you're trained to do and that you're doing your job. And I just really appreciate all all your selfless act that really helped helped that family and and helped uh other the um the whole family of that person and also their their family also. So thank you council member Beckles. Uh yes uh first of all thank you for all that you've done. Uh, I did say a little prayer for you earlier.

I know you were on your way to get here. And I just want to say that sometimes God puts us in places that we don't know why. And obviously you were there for a reason and we thank you for that. Thank you, Council Member Kano. Our city and our nation witness the very grace of God and just want to thank you for stepping up at the right time. Vice Mayor. Well, Dakota, there's not a lot left to say. As you can see, we're are a very grateful city for your heroic actions, but it's more than that.

That you had the wherewithal to know what to do. It's just incredible that through it all, you were u just doing your job and and you probably didn't even worry about your own being at that point. But we just thank you so very much and you have made such a difference in this city and you've made us more aware of the dangers that you as a police officer face every single day and we thank you very very much. Thank you. You got the option to be able to speak there. Come on over here.

Um, I just want to thank everyone uh for the um just endless support um from the department, from the city, um from the fire department, and for the support for her family as well. Um this is obviously what we do um as police officers and first responders. Um and I could be um no more than happy to obviously work for a great city and a great department. So, thank you. Uh, respond to criticism, request staff investigation report, request the matter be scheduled on a future agenda. You're limited to 3 minutes. You'll see a um when it gets down to about 20 seconds, you'll see it come up red. You know, you just say whether you're a Goodyear resident, but you have to give an address. Good evening, mayor, vice mayor, members of the council. Thank you so much. My name is Jamie Aldam. I'm a resident of Glendel, Arizona here in the West Valley.

It's great to be here in the city of Goodyear looking at all your work that you've done. I represent Sounds of Autism. I serve as the executive director. We support families living on on the spectrum, specifically those living with uh autism. However, mayor, we are here today uh our founder and I are here today to talk to you about an epidemic that's sweeping the West Valley, the state of Arizona, and our nation, and that's underage teenage vaping. It is a highly, highly addictive habit.

It's very dangerous for our individuals, for our young youth. It is causing problems in their academics. It's keeping them from being competitive, mayor, in their in their sports, in their extracurricular activities at school. Teachers are having disruptions in class. Administrators are having difficulties um disciplining these kids. Family members at home are having difficult issues.

Mayors, a couple steps we're asking that you could take working with your council, your fire chief, and your police chief. If you don't already have an ordinance to raise the age as limit from buying those vape products from 18 to 21, please work together and do that. There's legislation now that failed and it won't come back for a couple of years.

Second thing you can do of 250 individuals that were surveyed mayor here in the west valley, all of them report back that getting their vape products from re retail resources such as vape shops, gas stations, and convenience stores. Mayor, we need to enforce that more. Your police chief and his great team can do that. Mayor, it's not anti- business. It's to promote a better healthy community in Goodyear, in your backyard. Mayor, these kids are great kids.

They're doing great things, but they're hooked on this stuff, and it is very, very difficult to get away. And we also don't want them to lead into a much harder drug like fentinol or something else out there. Mayor, it's a gateway to it. Uh, but there's some steps you can take. And the last thing you can do, mayor, is you can start a campaign similar to the one we are starting. It's called, it's titled Escape the Vape. So, we are visiting every city in the West Valley.

It's not just here in Goodyear. It's in Tallison. It's in Surprise. It's in Glendale. It's everywhere in the state, mayor. And we are hoping that you will help your community. And we're here to help you, mayor. You can reach out to our organization. We want to be uh the neighbor that helps you and helps our kids. Uh and and again and lastly, this also affects the autistic world and our kids are suffering. We just want your help, mayor. We would love to help. Please reach out to us.

Oh, you saw the drill earlier, so go for it, Cricket. I'm going to try to do this in three minutes. Thank you. Um, I'm Cricket Barentos. I am a resident of Goodyear, Arizona. I've been since 2006 when we had just cotton fields out here. Um, my son is now 23.

He just celebrated his 23rd birthday and he's on the autism spectrum. Um, I'm going to share just about Nico. Nico's story is he started um uh working his mom worked for me in in the restaurant on Aenddale Boulevard. Um and Nico had autism and in 2022 Nico passed away from fentanyl overdose. Um he was in a group home. Um they found him beaten to death on the outside of the group home uh in Surprise, Arizona.

And that was the second death that we had for fentanyl overdose with the autism population. Uh Jaime's role with us is to be a unified initiative director. He goes out and he finds the things that are really uh we're really struggling with as a society and especially in the West Valley and we're bringing awareness to those things.

A lot of times you're so busy, we're so busy that we don't always know everything that slips through the cracks, but these are things that we're seeing and we don't want um the end result to be that way. Um I have something really exciting to share with you.

I think you already know this, but um we will be starting our own warehouse distribution and training center uh for the autism population and supporting uh individuals that are going through um domestic violence, crime, um child crimes, you name it, we will have resources and support solutions. But we're bringing people from all over the West Valley to come in and learn about these types of things. Um and we're proudly going to do that in this in the city of um Goodyear.

So, we just want to say thank you. You guys have done an amazing job uh bringing adaptive programs and adaptive thinking to the city of Goodyear and I can't say enough about all of you. Thank you. Thank you, Cricket. And again, um we have been the supporters when you had your events over at the um at the ballpark. So um we'll get you some information from our city manager. Okay. Item three, approval of minutes. Item four, approval of new series 12, restaurant liquor license for lifetime fitness. Item five, adopt ordinance number 2025-1633, amending Goodyear city code article 3-16-3 judicial advisory committee membership and term. Item six, approve budget amendments and related expenditure authority.

Item seven, adopt ordinance number 2025-1634, leving upon the assessed valuation of the property within the city of Goodyear subject to primary and secondary taxation a certain sum upon each $100 a valuation sufficient to raise the amounts estimated to be required in the annual budget for the purpose of paying for various expenses to raise the amount estimated to be received from other sources of revenues.

providing funds for various bond redemptions for the purpose of paying principal and interest upon bonded and debt all for fiscal year ending the 30th day of June 2026. Item eight, authorized intergovernmental agreement with Department of Public Safety to participate in the vehicle theft task force.

Item nine, adopt resolution number 2025-2476, ratifying the conditional approval authorizing the submission of an application for arterial widening program funds to the Maricopa Association of Governments and adopt resolution number 2025-2477 ratifying the conditional approval authorizing the submission of an application for arterial rehabilitation and reconstruction program funds to the Maricopa Association of Governments.

Item 10, approve the master transit services agreement between city of Goodyear and the regional public transportation authority for fiscal year 2026. Item 11, adopt resolution number 2025-2478, approving the 2025 public transportation agency safety plan for the city of Goodyear, authorizing the city manager to submit the 2025 city of Goodyear PTASP to the Federal Transit Administration and providing an effective date.

And item 12, adopt resolution number 2025-2479 approving amendment number one to the July 1st, 2025 to June 30, 2027 memorandum of understanding between the city of Goodyear and the United Goodyear Firefighters Local 4005. Thank you. Does anyone on the council wish to remove an item or has a question on the consent agenda? I see one down there. Yes, I have two questions, two items, both I think deal with Ryan um on item six and seven. So, one each. These are questions, correct? Yes, questions.

Just questions. Not looking to pull anything. Um um so question six with the just the budget since we're talking about our budget and expenditure authority. Can you speak to um you know a large portion of our revenue as a city comes from uh the shared revenue that comes from the state. uh with the newsworthy I guess budget impass that our legislature is under and possibility of even you know going past the July 1st deadline potential state government shutdown.

What would be the effect or so for our city for our budgeting purposes for our revenues when it comes to our day-to-day operations because, you know, unlike some agencies out there, we still have to pick up the trash. Our police officers and firefighters still need to respond to calls. So, what's um what's kind of the effect that could have on us? So, thank you, Mayor and Council Member Terry. Ryan Biddle, finance manager of budget and research here at the city of Goodyear.

Uh we were actually on a call um today this morning with the League of Arizona Cities and Towns where they expressed um a high degree of confidence that in the event that the state were to have a government shutdown um that the Treasury Department specifically would continue operations and dispersements would continue to go out to cities unaffected. Okay, I appreciate that.

I just want to make sure that was all clear, not so much affecting the vote, but because the items on the agenda, I wanted to ask that question um at least in a public setting. And then second one, just clarifying on the primary and secondary taxes. We had a long hearing uh at our last meeting just confirming these primary and secondary uh tax levies are a flat rate from where they were last year. The rate is not increasing. They are the same as they were last year. Is that correct?

Yes, that is correct, Mayor and Council Member Terry. If anybody has any questions, I would refer them to watch our recorded video from our last meeting on June 9th public hearing. Appreciate it. Thank you, mayor. That's all I got. Thank you. Anything else? Okay, with that, can I get a motion and a second up on the board? I see a motion and a second and open it up. The vote has a 70. Thank you. Uh we have one public hearing tonight.

We will conduct a public hearing to consider a reszoning for Pebble Creek Marketplace. Open public hearing. Good evening, mayor and council. Um on your agenda, you'll see a term used multiple times, four times in particular, uh comprehensive sign package. So the purpose of a comprehensive sign package is to provide a coordinated and high quality approach to the design placement of onremise signage which is signage related to on-site activities or businesses within a business or center.

In Goodyear, some commercial centers are very large or have stores tucked back into the centers. For example, a business like a sandwich shop next to a Safeway may be set back from a main road and blocked by other big buildings. A CSP allows for signage for that sandwich shop to be placed in a multi-tenant monument sign that is near the driveway or main entrance to that center.

Um, which may not technically be on the property, but through the CSP process would be considered on premise as opposed to a billboard or off-remise advertisement. CSPs are required for all PA AD or plary developments, mixeduse developments with three or more buildings or businesses, industrial or commercial projects, and any non-residential use within a residential setting.

CSPs ensure that signage throughout a development is unified and complements the overall architecture and feel of the development. And they must illustrate and describe key details like locations of signs, size, height, materials, illumination, and function. or they must reference our existing article 7 of the zoning ordinance. Existing legal signs aren't affected by any changes made within a CSP.

So if signage is already in existence, a new CSP would not um change the signs that are already per permitted. Most CSPs are actually administratively approved. um they follow the guidelines of article 7 and that article has administrative criteria that staff may approve based on uh size area electronic displays within monument signs or height.

However, if the proposal exceeds the administrative approval allowance, staff evaluates it based on the zoning ordinance criteria and that must then be presented to the planning and zoning commission for recommendation and ultimately city council for final approval. So that is why you're here today to review four CSP related items requesting standards greater than what staff h can administratively approve.

And I will note that our first item is a little wonky because it includes a CSP, but there's some there's some history that which I'll explain here in a moment. So the first item before you today is a CSP for the Pebble Creek Marketplace. Um this is staff initiated and the second request which you'll see after the public hearing is a CSP amendment um related to the reszoning of Pebble Creek Marketplace.

The amendment includes the addition of one multi-tenant monument sign as well as allowing users within the new bounds of a CSP to have signage on an existing freeway pylon sign so that it is not considered a billboard. So I'll get into the details. So, I'll first talk about the CSP amendment even though we're opening the uh discussion on a reasonzoning because they're a little uh tied in for this case.

So, in the yellow boundary here, you'll see the bounds of a proposed new CSP boundary for an amendment. It's 55 acres and includes commercial as well as multifamily. So, it is mixed use. There are two separate but adjoining areas. One in red is Pebble Creek Marketplace Final P A. that's on the east or left right side of the screen. And the second is in green. It's the Pebble Creek Marketplace Mixeduse Phase 2 P A. So those are the two areas we're referring to combined. They're 55 acres.

So a CSP exists for the Pebble Creek Marketplace P A and that has been amended twice and council approved the second amendment. The CSP exists within the zoning for Pebble Creek Marketplace and as you can see that CSP is for 25 acres on the east or right side of your screen. However, a CSP has never been created for the area in green that is 30 acres on the west side for the second phase of Pebble Creek Marketplace that has hard that has a zoning case for itself.

And right now the signs up follow article 7 of the zoning ordinance. So the request again is to amend the CSP boundaries so that all of the Pebble Creek marketplace phases are in one cohesive CSP. And although both PEDs are separate, they do share adjoining boundaries, access to a greater site. And the applicant desires to roll over the existing science standards that you see on the Windco side onto the um sushi and the Pottery Barn or potato barn side, if that makes sense. same standards.

They want to roll those over as a extension of the project. So, if approved by council, the same design standards established in the current Pebble Creek Market CSP would apply to the whole area. Um, and the existing signage that's up to date would not be impacted if this change were to be made.

The applicant is also requesting in addition to carrying over those standards that they add one multi-tenant monument sign because as you are all aware that 55 acre site is large and there's some new pads going in there and the existing monument signs are further away from those businesses. So today there's an existing monument sign on Pebble Creek Parkway and there's an existing monument sign on McDow Road. They'd like to add a monument sign to that far western driveway.

The new monument sign is shown on the right. It is the same height, uh, colors, materials as the existing one. The slight difference is that the panels are oriented a little bit differently, but the square footage of the sign, all of that is effectively the same, but they would like to add that new sign so that those new businesses that are currently being built and in sight planner view have an opportunity to have on premise signage on the drive-thru, driveway in.

They also would like to roll them in so that they have access to the freeway pylon sign. Since these are two different CSPs, having your sign on the west side on that freeway pylon sign technically makes that pylon a billboard because it's an off- premise sign. So, one of the goals again would be to have one CSP. So, that is it's all activity on the same site. The problem though is that back in the day we attached CSPs to zoning cases.

So the zoning case for Pebble Creek Marketplace is what actually contains the CSP for that center. So we can't just amend it through the CSP process. A reszoning needs to occur. And we do want to bring this into the modern-day standard where CSPs are outside of zoning. So the request is actually to reszone the site to remove the CSP so that we can approve if you choose approve a CSP that is cohesive of the entire center without going through the reszone process in the future.

So staff would has evaluated the criteria. The standards would be very cohesive with the existing center and we would recommend that you approve in this action a reszone to remove the CSP from the zoning and subsequently we would ask if you choose to do that to approve a CSP amendment that incorporates the whole 55 acre site.

However, if you choose not if you choose not to uh want to approve a CSP amendment, we would ask that you not approve the resoning because that would effectively be taking away a CSP that that property owner currently has has the ability to utilize. Happy to answer any questions. Uh applicant, any questions from the applicant at this time? You're it, right? Quick question though for you before I um close this out.

What is the blank area there on the uh that you kind of go around that little retention basin? Is that the retention basin there? Oh, yes. That is the A dot retention basin for Interstate 10. Adopt ordinance number 2025-1635 conditionally reszoning approximately 25 acres of property located at the southwest corner of Mcdow Road in Pebble Creek Parkway from Pebble Creek Marketplace final planned area development to Pebble Creek Marketplace second amended planned area development amending the zoning map of the city of Goodyear providing for non-abbrment providing for corrections providing for severability providing for an effective date providing for penalties and directing the city clerk to record a copy of this ordinance.

uh open for let's see vice mayor you got some questions I do I have a couple of question would you go back to the the picture of the monuments side by side please yes okay so um the one for Pebble Creek marketplace is the new additional one it seems that to me there's not enough spaces to put everything that's going to go on that in that acreage have they is this a final for the sign and and they're not interested interested in splitting it like WCO did where they have tenant on each side.

This is the final. However, if the applicant wanted to put two tenant names on a sign or a a faux divider, they may do that because we don't regulate what is on the panels themselves. Good. Well, that property, both of those properties for the longest at least, I'm going to say over 20 years have been parts of it vacant. And so we're delighted to see that we're finally being able to build out, but we do want it to be very uniform. And by putting it together, I want to thank staff for doing that.

I'm hoping all of our u I'm going to say marketplace or shopping centers that are side by side that we bring them all under so it's whole consistent all the way through rather than have mix of the signs. The first one, I'd like to remind council to wait for a motion in a second. And I see a motion to second on here. All right. Uh, anybody in the audience like to speak? None. Uh next item is to consider first amendment for the comprehensive signing package for Canyon Trails Town Center. Please introduce yourself. You already had that. Uh anybody audience? No. Go ahead, give your presentation. All right. Here before you this evening with a request from Scottsdale Development Partners to request a comprehensive sign package amendment, CSP for short, as you'll recall, for 91 acres of commercial and mixed use multifamily projects. You still have presentation here. Sorry.

Okay. That's okay. All right. So, for a little history on this property, it was originally zoned in Canyon Trails in 1999 with an underlying zoning of residential and commercial uses. In 2005, 91 acres was reszoned for Canyon Trails Town Center to become um go from commercial residential to all commercial for the site in the yellow boundary. In 2005, a CSP was approved for the site which included three monument signs which I will touch on it their location here in a minute.

And in 2021, 12.7 acres of that site became mixeduse with the introduction of some multifamily into that development on the north. So, as part of the 2005 CSP, it was understood that the loop 303 would be coming through this area on an approximately 500 ft wide corridor along Cotton Lane.

With that understanding, if monument signs were located physically on the property, they'd be approximately 120 to 150 ft away from Cotton Lane rideway, which is about five times further than most monument signs in the city. And that's pretty hard to see. So, as part of the CSP, it was agreed that the monument signs could locate an existing city rightway along Cotton Lane until such time that ADOT needed to acquire land for the loop 303. And that time is fast approaching.

So, we're before you today as it was understood that once the signs would need to be reconstructed, the item would go back before council. So this is a request to modify that CSP to locate signs on their property which will be located about 300 feet away from their existing locations and this amendment simply allows the customer to do so.

So again, the request is um planning and zoning commission recommended approval as staff has as well recommends that you approve a CSP amendment to allow the three monument signs currently located on city future ADOT rideofway to be located onto the properties um onto the property so that those monument signs can continue to advertise for Goodyear businesses on premise. Happy to answer any questions. Okay, thank you.

Um, city council, please enter a motion and a second to approve Canyon Trails Town Center first amendment CSP uh uh dated May 25 2025 subject to stipulations. I see a motion in a second. Uh, open it up for discussion. First up, Council Member Hampton. Yeah, I'm I'm okay with this in general, but I just had a question on so this the monument signs just like the last one, they're the bigger of the signs that could be seen farther away.

um is I know I'm obviously not this is obviously not a thing because it would have been in the first one but it I'd prefer to have them have more of the city logo on some of the signs that you're in Goodyear for example like the ones we approved I think a couple weeks back the white ones that were going to be for GSQ say Goodyear on it our billboards say Goodyear on it um I just want people to know that they're in Goodyear when they come when they're in Goodyear so I don't know if this is already finalized uh these signs here But I'd prefer maybe going forward that we could have the symbol symbol of Goodyear that you're in Goodyear.

You're not in Buckeye. You're not in Aenddale, but you're here. I'll give you a little preferably. I mean, it's probably too late at this point, but that would be my my wish is that we could do something like that in the code or something like that in the future. And you will see, just to give you a heads up, it is likely that you'll see a CSP amendment for canyon trails in the future. Um, right now there's an urgency to move the signs because the freeway needs to come through, right?

But, um, in the zoning case, it was contemplated that they would come back to council at some point in time and potentially ask for freeway pylons once the freeway becomes elevated at 25 to 35 ft here. So, it is likely that you'll see a request. So, I'm sure the applicant is uh listening. Okay. Yeah, that's just what I prefer. Like I said, I like even though they're billboards, I like I it's fine.

I saw and identify that, hey, I've made it to Goodyear and that that I I'd like to see like city like to see the name city of Goodyear everywhere that I go in Goodyear. So, that's just a feedback. I'm okay proving this. This needs to be done for this site here. I live right here. So, um I I want to see this site be successful. So, um it makes sense that we need to be taller and bigger for the freeway there. So, thank you, Council Member Kano.

I just wanted to make a comment and uh thank Scottsdale Development Partners for being a visionary to build something out there in West Goodyear for such a long time ago and it's been exciting to see it become a very thriving active busy retail center and uh I think the addition of the multif family was very beneficial and we're looking to watch you continue and grow and definitely support your efforts with the sign development uh to it makes sense And um that's it.

There's not much to add except I remember where we were a little concerned whether that shopping area was ever even going to succeed, let alone what you guys are doing with it out there right now. So congratulations. It's a thriving and and I know you still have some more um what ads to put and I expect to be more coming there. So yes, these uh signs are going to be needed to make sure that we direct people to your business because your success is our success.

So with that, can we open up for vote? as a 70. Thank you. All right, let's see. Our next item to consider second amendment for con uh comprehensive sign package for airport gateway at Goodyear. You don't have to introduce yourself. You've been there for a while. So, go ahead. All right. So, this is a request from Stan Beard for Airport Gateway at Goodyear, second amended CSP. And we'll go into the details. It's it's to allow for adjustments to sign types and heights and freeway pylon signs.

So for background, airport gateway CSP is approximately 200 acres shown in the graphic here on the the map here in yellow. It encompasses mixeduse industrial commercial office multifamily, and single family zoning designations. The area highlighted in red is no longer a part of the CSP and that will be clarified in this document. that's now part of urban logistics or formation 10 which has its own CSP that was administratively approved. So today's request will not apply to that red area.

We'll actually clean up the document. The first CSP for the site was approved in 2008. Subsequently was amended in 2019 by the city council and in that first amended CSP an additional 40 acres was added along Glitchfield Road to allow for additional signage related to the medical facility within the site. The area highlighted in green is 71 acres and was reszoned in 2024 to P A with an underlying zoning of I1 and a PD overlay. The PD overlay allows for additional commercial uses.

One of those uses is a convenience store which is greater than 50,000 square ft with gas station and fueling pumps and we know that to be bies. Another stipulation of that approved zoning called out that there would be two freeway pylon signs on the property that would not require a use permit subject to um a couple provisions.

One is that a single user freeway pylon sign may be permitted if a large retail user with gas station is going to be constructed and that no freeway pylon sign shall exceed 85 ft in height. So here we are with our first request. It's to replace one of the originally designed freeway pylon signs with the new design that you see there under 1 C. That is a single tenant sign for a large retail user with gas station and it has the words goodyear on it. So that's pretty awesome.

It's not greater than 85 ft C. You asked and you received, right? So it's no greater than 85 foot in high. And again, that follows the provisions that we um were aware of back when it was resoned in 2004 or 2024. So the GA that is the new freeway pylon sign design and it will allow um customers to easily see what's there. So they can exit the freeway even if they're going 95 miles hour or greater. They can see it. They can hop off and have a good old time. I stop at every Bucky.

I'll also point out that the other two freeway pylon signs are there um they are for onremise advertisement just as this one is and they do have digital components in them that are for the advertisement of onremise businesses in Goodyear that are in this CSP area. The second request I will not get into all the details but basically there's never been a retailer that's 50,000 ft or greater that has gas in Goodyear. So we needed to evaluate the signage sizes that might accompany such a store.

So these are the proposed sizes that are found within the CSP if that retail user exists. Again, here are the fuel canopies. It shows new sign standards because we do not have 125 pump fueling stations anywhere in Goodyear. So zoning ordinance article 7 does not address that. So staff has evaluated the impacts of this proposed CSP. No major concerns have been found. Planning and zoning commission recommends approval um to meet the standards of the CSP in article 7.

And to recap, freeway pylon sign, gas station canopy signs, signage for 50,000 square foot gas station, large gas station user. Happy to answer any questions? Thank you. Um any speaker cards? No, mayor. Uh, city council enter a motion a second to approve the airport gateway at Goodyear. Second amendment CS uh CSP date of May 2025 subject stipulations. I see a motion in a second. You're batting a thousand there. All right. With that, our last item to consider, amending policy 600, attendance and leave. Please introduce yourself to the public. Good evening, mayor and council. Lyman Lockett, human resources director. Tonight, I'm here to request your approval to amend policy 600. Uh policy 600 is attendance and leave of our administrative policies and guidelines. Uh the amended changes are consistent with changes that have been made to theou.

They include credit for out of state service for non-represented sworn employees. Uh an increase in vacation carryover from 320 to 360 hours. Um also fire employees and battalion chiefs covered by theou uh will no longer be eligible for the vacation cash out as part of the new 401A plan. and we're also introducing uh replacement for RHS to a new HRA program. Uh that's a summary of the changes. Uh with that, I'm asking for council's approval and I'm here for any questions you may have.

City clerk, please read resolution number 2025 2480 by title only. Adopt resolution number 2025-2480 amending policy 600 attendance and leave as an amendment to the city of Goodyear policy and administrative guidelines manual of 0201204. Thank you. Um let's see. I still think it um that the city of Goodyear is a premier employer as seen in our in our surveys and things our city with our uh employees as well. So just another benefit that we're offering uh to our uh to our employees uh to enhance and attract the best of the best here in the city of good here. So yeah, so I'm on board. I'll be voting yes. Council member Beckles. Uh yes. I'd like to um extend congratulations to our staff Natalie and Gene and the entire uh planning committee for the Goodyear uh Junth event. It was out an an outstanding event.

Um many many of our citizens and those from other areas really felt felt feel filled their soul and felt wonderful at the event. And while I can't I can't express the joy that people felt at this event that that took in 4,000 o over 4,500 people. I do want to say that in talking to other council people from from within the valley, it has now been known that Goodyear puts on the best events in the valley. and I I just want to congratulate um our staff and their hard work for that. Thank you.

Anything else? I have something for the city manager. You have some. Well, I'm going to go ahead and add in on that. I know she won't say it herself, but uh I would like to uh thank Council Member Beckles. She put a lot of time in on that event. And uh I tell you, if you had gone to that event, the amount of labor that had gone in there for all the events that were in there, uh I know Rose Beiel was involved. I know uh you were seriously involved on that was was just awesome.

And I was also impressed when the governor came, we had quite a turnout of our council there to to welcome her is that she stayed for a lot longer than I thought she was going to stay. Um she went to the entire wreck campus. She went upstairs to the event. She went in where the kids were coloring. Uh when we introduced her, she was there, got a ruckus and called and I I think cuz I had a chance to talk to her.

I says, you know, probably more than half of the people here aren't even from the city of Goodyear because we are known for putting on some of our the best events in the valley. And she says that's what I hear. And and uh we do it on the same date and that's why she was there. So again, I know she had a great time uh at the event and uh it was nice to see that how much time she spent. I thought she'd come there to do her little thing.

We got a resolution that's sitting, you know, uh upstairs on the fourth floor. No, she didn't. She spent quite a lot of time there. So, tip of the hat for her on that. So, we got something for the uh city manager. Oh, you have something? Okay. So, um I have just been made aware there's a new uh policy out there for individual um council photography um at different um events. And I didn't know if council if my peers were aware of this.

Um I think it's something that we all should be aware of because I didn't know when it went into implementation. I don't know if it's for Winnette or if it's for ROI. I'm not sure. Um and so it has something to do with if we all go to an event that we take a picture together and you cannot take a separate picture and post it on a city website. I was not aware of this in three years that I've been here and apparently it is because mine were asked to be t taken down.

So what I would like from whoever is implementing these policies is I would like one the written policy or the manner that this was decided. Number two I would like uh when council decided this and if council didn't decide it who did and why council wasn't informed. Number three I would like what are the specific guidelines for its implementation. So I would like that provided to me please. Thank you. It's news to me. Y that was news to me too. Okay. With that got a question for the manager.

Well, I'm not sure if this is for you, city manager, or our attorney, but I am very interested in following up with the sounds of autism request for either a for an ordinance. So, I don't know if we need a a work session or if you're going to find out the information and get back to us, but we I really would like for you to follow up because I think it's important that we take a lead on that since Sounds of Autism is located in our city. We'll get that information out to you.

We've already covered a couple of those. I don't know how how it works. We did that a couple of years ago, but we'll get that information out to you. Thank you so much. That's it.
